Ma3an (Tunisia Resilience and Community Empowerment project)

The Tunisia Resilience and Community Empowerment Activity, known as Ma3an (“Together” in Arabic), is a five-year project funded by the United States Agency for International Development (USAID). The project’s implementation period is from September 1, 2018 until August 31, 2023. The goal for the project is to increase the capacity of communities to withstand political, social, and economic stresses and shocks. FHI 360 is the prime implementer for the project in partnership withover 30 NGOs.

Ma3an will spur more than 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). With the goal of increasing the capacity of communities to withstand political, social, and economic stresses and shocks, Ma3an will provide communities, including youth, civil society, government, and private sector stakeholders, with the tools and resources needed to operate sustainable development.

Background of the CapRes study

Ma3an’s objectives are to strengthen the beneficiary communities’ resilience, mitigating their vulnerabilities and building their capacities to sustain and replicate the model are the main goals of the Ma3an Journey to Transformation.

To assess the development towards the resilience objective Ma3an designed a measurement tool to measure 3 key performance indicators:

  • Trust in collaboration processes (Indicator 2: Percentage of reported trust in community collaboration processes by program beneficiaries).
  • Capacity for resilience (Indicator 6: Percentage of program beneficiaries demonstrating increased capacities for resilience as a result of USG assisted programs), and
  • Willingness of beneficiaries to engage in community activities (Indicator 7: Percentage change in community members' willingness to engage in community activities).

Consultancy Justification

Ma3an is looking to hire an experienced research firm to conduct data collection for a baseline study. This will include, sampling, survey administration and data cleaning.

The study will be conducted in two phases:

Phase 1: Pilot data collection will be held during last week of July- 1 st week of August, in 3 communities on a sample of 200 Ma3an beneficiaries. Sampling will be random based on the provided list and the criteria below.

Phase 2: The baseline study data collection will be held during the last 2 weeks of August in 5 communities on a sample of 1000 citizens randomly selected by the research firm based on provided criteria.

FHI360 has designed the methodology and quantitative survey instrument and will be responsible for translating the survey into Arabic and conducting the analysis. Survey instrument is available on request at info@ma3an.org.

The CapRes Study is a 40 days assignment starting 20 July 2020 and ending 30 September 2020.

Project Deliverables

  • Pilot phase
    • Pilot survey sampling plan (FHI360 will provide names and numbers to draw sample)
    • 200 surveys administered across 3 Ma3an communities
    • Raw data sets in Excel or CSV format sent to FHI360
  • Baseline Study
    • Baseline survey sampling plan
    • 1000 surveys administered across 5 communities (listed above)
    • Raw data (baseline data sets) should be cleaned and sent in Excel or CSV format sent to FHi360

Selection Process 

Applications must include the following:
  • Application narrative
    • Rationale for applying
    • Data collection and management ethics and principles
    • Proposed sampling approach
    • Data collection process
    • Enumerators numbers and experience with similar tasks
  • Complete budget for the pilot and baseline
  • Proof of Patent to conduct research in Tunisia
  • Research Manager CV
  • Sample of similar studies completed
  • 2 references (name, email, number) of companies that commissioned similar studies

Critères d'éligibilité

  • Competence for conducting large scale data collection processes 2pts
  • Demonstrated capacity to use random sampling techniques 1pts
  • Firm has in place, and practices, strong data collection and management ethics and principles 2pts
  • Proposed data collection manager and enumerators are properly qualified and trained 2pts
  • Detailed budget for the pilot and baseline phases. Based on the choice of survey administration justification. Note that FHI360 cannot advance money before the submission of the 1 st deliverable. 3pts
