INTRODUCTION 

Danish Refugee Council (DRC) is an international non-governmental organization which promotes

and supports durable solutions to the problems faced by refugees and internally displaced people

around the world. Danish Demining Group (DDG) is the technical specialized unit of DRC, working to

protect conflict affected communities. 

PURPOSE OF THE CONSULTANCY

The Danish Refugee Council is seeking a highly qualified consultant or agency to provide translation services for the following translation types:

• English to Arabic
• Arabic to English
• English to French
• French to English 

to support delivering a large range of products and works. 

Under the direct supervision of DRC Support Service Specialist and the Support Service Manager, the purpose of the consultancy is to provide translation services for all required documents. 

DELIVERABLES

TIMELINE AND PAYMENT 

This RFQ is launched for the purpose of establishing a Framework Agreement with the consultant(s) or agency(s) for the provision of consultancy service for Translation (EN to FR & FR to EN and EN to AR & AR to EN) for a duration of 12 months. 

A Framework agreement is not binding DRC to place any Service/Consultancy Contract. DRC will place orders/ Consultancy Contract to the awarded service provider based on the agreement as per its requirement.

Payment will be made at the satisfactory completion of 100% assigned task and or as agreed in each Consultancy Contract with the awarded service provider.

CONSULTANT QUALIFICATIONS AND EXPERIENCE

Essential:

• Proven experience translating similar topics with technical vocabulary in French (2 examples of publications)
• Proven experience translating similar topics with technical vocabulary in Arabic (2 examples of publications)
• 3 References of clients (preferably NGOs)

Desirable: 

• Previous experience with non-governmental organisations (NGOs)
• Previous experience with the Danish Refugee Council (DRC).

GENERAL

Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability commitments. All staff are required to contribute to the achievement of this framework (http://www.drc.dk/HAF.4265.0.html)

ASSESSMENT AND AWARD OF CONSULTANCY

DRC will evaluate the proposals and award the assignment based on technical (60%) and financial (40%) feasibility.

DRC reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder.

SELECTION CRITERIA

For the award of this project, DRC has established evaluation criteria which govern the selection of offers received. Evaluation is made on a technical and financial basis. The percentage assigned to each component is determined in advance as follows:

THE TECHNICAL OFFER (60% of the overall evaluation): will be evaluated using the following criteria, and points will be allocated in the scale from 1– 10 for each of the criteria stipulated below, whereas the weighting is as follows:

• 50% Quality of the translation of the 2 work examples in: French to English and Arabic to English
• 50% References or Recommendations Letters 

THE FINANCIAL OFFER (40% of the overall evaluation):

The total cost of the financial offer should be mentioned in the DRC Bid Form (Annex A) in TND.
