Background:

Ma3an is a seven-year (2018-2025) USAID-funded project is looking for a Tunisian leader with strong managerial and coordination skills, preferably an engineering background, and experience working in international organizations to fill in the position of Project Manager, Construction for the oversight of renovations of facilities (Youth Centers, Cultural Centers, Sports Complex and Municipal Parks) throughout the country. Ma3an’s goal is to increase youth participation in civic and political life, address youth grievances, and prevent radicalization in Tunisian communities vulnerable to violent extremism.

 

Ma3an works to equip youth with the skills necessary to engage in civic actions with local actors to address their communities’ needs and grievances (Positive Youth Development – PYD) and to enhance the capacity of Tunisians to prevent and counter violent extremism (Preventing Violent Extremism-PVE). At the community level, Ma3an uses a community-driven PYD/PVE model to inform and support sustainable interventions through ongoing collaboration between community actors that are inclusive, participatory, and solutions-focused. These include working with and through local CSO partners to understand local dynamics in each community; and implement community-driven PYD/PVE programming involving youth, local NGOs, local government, and other community leaders through community-specific grants. At the national level, Ma3an works to engage in discussions and advocate for government policy reforms that benefit youth and social cohesion.

 

The Project Manager, Construction position requires significant project management, organization and leadership skills. The position includes significant travel throughout Tunisia and reports to the Director of Operations.

Responsibilities

  • Oversees the implementation of renovation projects of the CSAs (Community Support Activities) and CRAs (Community Resilience Activities) ensuring compliance with USAID, Tunisian building regulations and in line with international environmental standards.
  • Strategically allocates resources to ensure efficiency with activity implementation.
  • Coordinates closely with the FHI 360 Civil Engineers and other internal departments, as well as outside vendors, on the technical and financial implementation of the CSA and CRAs, including construction implementation plans, to ensure that goals and objectives are accomplished within prescribed time frame and allocated budgets.
  • Manages the project sites through existing tools and trackers and maintains the GANTT chart.
  • Communicates on a regular basis with the engineers and Ma3an senior management team.
  • Identifies and manages issues and risks related to implementation in a timely manner, and effect appropriate adjustments; efficient and effective use of the resources to reach the desired results of the project.
  • Ensures deliverable reports are completed and archived (site visits, QA/QC, EMMRs)

Critères d'éligibilité

  • Engineering, Project Management or a related field; MA preferred.
  • At least 10 years’ professional work experience in a relevant field. Typically requires 5-8 years of project management experience.
  • Experience with U.S. Government rules and regulations, and experience working in an international NGO environment, desirable
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful support to field-based teams.
  • Dynamic team player with ability to manage teams and projects collaboratively, strong communication, organizational, management, and interpersonal skills.
  • Excellent and demonstrated organizational and presentation skills
  • Excellent and demonstrated project management skills
  • Fluent in written and oral French and English
