POSITION DESCRIPTION

Position Title: Component 3 Lead (Mid-Senior level)-

Position Classification: Fixed Term – (Full Time), Tunisian, and CCN, and will be based in Tunis, Tunisia.

Background: The Power Tunisia activity seeks to advance self-reliance in Tunisia by strengthening the country’s institutional capacity to manage, operate, and maintain a modern, diversified and financially sound electricity system. The activity has three core Objectives:  

  • Strengthening the energy sector’s performance
  • Diversifying and securing energy supply
  • Promoting advanced technology pilots and partnerships

 

Position Overview: Support the Chief of Party and project team in the successful planning, management, and implementation of all aspects of the workstream to “Promote Advanced Technology Pilots and Partnerships” (Component 3). This includes providing technical direction and ensuring overall quality assurance and control.

Detailed Responsibilities: The Employee shall perform the following general functions:

  • Provide leadership and guidance for all of Power Tunisia’s Component 3 interventions including working with private sectors
  • Design and lead delivery of activities for Component 3’s pilots and partnerships
  • Advise large, medium, and/or small-scale enterprises in Tunisia on clean energy (RE) and/or energy efficiency (EE) related solutions 
  • Leverage technical expertise and international energy development experience to inform strategic decision-making and bring leading practices to the Power Tunisia team
  • Develop and/or lead trainings, workshops, and external events
  • Lead and/or contribute to technical reports and briefs
  • Manage regionally disperse Component 3 staff and resources to ensure financial and technical performance
  • Work closely with other Component Leads to ensure component alignment and effective use of resources
  • Other duties as assigned.

Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of Deputy Chief of Party (DCOP). The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project.

Qualifications: 

  • Bachelor’s degree in economics, engineering, business, finance, or other relevant field, particularly in energy sector, Master’s degree preferred
  • Minimum of 7 years in the energy sector, 10 years preferred 
  • Significant experience in at least one, preferably several, of the areas identified in the ‘Detailed Responsibilities’ section above
  • Prior experience advising energy consumers on design and implementation of RE and EE solutions
  • Prior Experience working in similar context in MENA region
  • Prior experience with USAID preferred, and/or with donor agency programs
  • Demonstrated experience operating in developing country environments, including leading technical activities
  • Demonstrated and relevant SME experience in Tunisia on clean energy solutions and understanding of Tunisian business operating environments
  • Prior experience consulting public and private sector entities
  • Strong organizational and interpersonal skills and ability to solve complex problems
  • Fluent in French and/or Arabic required 
  • Fluent in English (both oral and written) preferred
