Assignment
The Compliance Officer is responsible to support the Compliance and Transparency Department in the implementation of ACTED systems and procedures, supporting Senior Country Transparency and Compliance Officer on – internal audit functions – external audit functions – IP management – reporting – training – transparency. |

Working relations
Internal:
- Capital and Base Finance, Logistics, Administration and Transparency (FLAT) Teams.
- Programme Teams.
- Interaction with all the Departments (Coordination, Finance, Logistics, Administration, Security, Programme, and Grant Management).
External:
- Donor or External auditors.
- National and international implementing partners.

Internal Audit Responsibilities
- Support the Sr Country C&T Officer in the implementation of the national internal audit plan
- Support the Sr Country C&T officer in the implementation of ACTED standard guidelines and the FLAT System as capital, area and partner level
- Provide support on following up and mitigating risks identified in the above.
- Ensure ACTED standard FLAT systems are implemented in relevant departments in all bases:
- Using a check list relevant to each activity for each department on a monthly basis.
- Review/check and consolidate the check list done by bases FLAT teams.
- Prepare recommendations in the case of irregularities or weaknesses.
- Ensure that the recommendations are followed.
External Audit Responsibilities
- Participate to the preparation of external audits in close collaboration with the Sr Country C&T Officer, the HQ Audit Department, the Country Finance Manager, and the Country Director.
- Participate in external audits in a support role and attend kick-off and close out meetings including taking minutes.
- Drafting management responses for review by the Sr Country C&T Officer and HQ Audit Department.
Implementing Partner Management
- Participate in the preparation and execution of due diligences of implementing partners, as per ACTED ‘IP Package’.
- Support the follow up and review of IP expenses on a monthly or quarterly basis as per the ACTED IP Package.
- Support the delivery of practical training to IPs on ACTED processes in coordination with the Sr. Country C&T Officer and other FLAT staff.
- Support the review of Tier 3 Partner Risk Mitigation Plan.
Reporting
- Contribute to the preparation of the Monthly Compliance Report.
Other
- Promote transparency and accountability.
- Provide training upon request or when identifying a gap in implementing / knowing ACTED procedures (FLAT and/or programme)
- Highlight, recommended and follow up mitigation of risks for ACTED activities.
- Attend and participate in the monthly FLAT meeting, including minute taking.
- Perform any other related activities as assigned by immediate supervisor.
Key Performance Indicators
- % of MCR submitted on time and well completed.
- Minutes of FLAT meetings taken and complete.
- Timely submission of internal and external audit reports.
QUALIFICATIONS
- Bachelor’s degree in Accounting, Finance, or any related field.
- 2-3 years of experience in an audit/accounting/finance role.
- Strong MS excel skills and familiarity with MS office basic functions.
- Good verbal and written English skills.
- Excellent negotiation and drafting skills.
- Excellent interpersonal and communication skills.
- Basic understanding of paper-based documentation review.
