Ma3an Project Background:
Ma3an is a 7-year (2018-2025) $60 million USAID-funded project with the goal to increase Tunisian youth civic engagement and economic empowerment to advance progress towards sustainable, inclusive development in Tunisia. Ma3an’s objectives are that youth have improved access to skills, services, and opportunities for civic engagement and economic empowerment and lead, or meaningfully participate in, activities to address youth and community priorities.
Scope of Work
The Consultant will provide technical assistance to the Ma3an project to define its communications strategy for the remainder of the project, including its key messages and its approach for tailoring them and communicating them to target audiences and priority communications products to communicate project impact over its years of implementation. The consultant will:
- Facilitate consultations and design discussions with the Ma3an team to collect inputs and ideas on how best to tell Ma3an’s story and outcomes and the related messages we want to communicate to target audiences and communication methods to be utilized.
- Provide technical assistance to key communications team members to shape inputs into a strategy and action plan for the upcoming year.
These tasks will be delivered both in-person and remotely and the Ma3an Technical Monitor and the consultant will agree beforehand which specific tasks will be completed in-person.
Deliverables/Milestones & Due Dates: The consultant and the FHI 360 technical monitor will coordinate closely on the tasks, deliverables and due dates outlined below, and any changes to the Scope of Work, Deliverables, LOE allocated to Deliverables and Period of performance will require prior authorization from the Technical Monitor.

Location of Work: Remote, USA and Tunis, Tunisia
Travel: It is anticipated one 10-day trip to Tunis, Tunisia in March 2023.
Critères d'éligibilité
- Bachelor\'s Degree or its International Equivalent in English, Journalism, Public Relations or Related Field – Master’s Degree preferred.
- Typically requires 8+ years of writing, editing, and publications experience. Articulate, professional and able to communicate in a clear, positive manner with clients and staff
- Must be able to read, write and speak fluent English – working proficiency in French or Arabic a plus.
- Ability to research, writes, and tailor a broad range of communications that promote the activities and key messages of client needs.
- Experience supporting the creation of communications’ strategies.
- Experience providing training on implementing action plans and communications best practices.
- Experience with youth and civic engagement activities a plus.
- Evaluation Criteria: Proposals will be evaluated in accordance with the following criteria: • Preference for previous experience supporting youth or civic engagement communications’ activities • Value for price Required Documentation: Proposals must include the following components: • Cover Letter • CV with proposed rate of pay • Proposed methodology to carry out this work • Writing sample from previous work FHI 360 Disclaimers • Covid-19 Safe Federal Workforce Provision for US Based Consultants: The selected Consultant will be required to be fully vaccinated (2 weeks after 2nd dose of a 2-dose series or 2 weeks after a single dose vaccine) and provide proof of vaccination to the FHI 360 when requested and prior to receiving work from FHI 360. Selected consultant shall be required to comply with all Covid-19 safety protocols implemented by FHI 360. Covid-19 provisions may change at any time and without advance notice. • FHI 360 may perform a background check on any selected Consultant candidates. • FHI 360 may cancel the solicitation and not award • FHI 360 may reject any or all responses received • Issuance of the solicitation does not constitute an award commitment by FHI 360 • FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions • FHI 360 will not compensate any offeror for responding to solicitation • FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion • FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities • FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition • FHI 360’s supplier terms and conditions can be found here while our consultant terms and conditions can be found here
