Communications and MEL coordinator – TUNISIA

 

Position: Communications and MEL coordinator
Location: Tunis, Tunisia
Application Deadline: 31-03-2024
Duration: 12 months with possibility for extension
Start Date: 01-05-2024

 

Under the direct supervision of the Programme Manager, the Communications and MEL (Monitoring, Evaluation, and Learning) Coordinator is a mid-level expert with a minimum of 7 years of relevant experience. This role requires proficiency in monitoring and evaluation, data analytics, communications strategy development, and creating engaging content across various platforms. The candidate will oversee the monitoring, evaluation, and learning activities to effectively track the AGILE project performance.

 

The Agri-business and Green Innovation for Local Employment (AGILE) programme is a 4-year initiative funded by the Netherlands embassy in Tunisia. This programme aims to create more, better, and more productive jobs for youth and women in rural areas. AGILE focuses on the development of arboriculture value chains in the Kairouan, Sidi Bouzid, and Kasserine governorates.

 

Main Tasks and Responsibilities:

 

The responsibilities and tasks include, but are not limited to:

  • Support the AGILE team in the smooth implementation of the programme and its activities.
  • Collaborate closely with the Programme Manager and SPARK’s MEL team to ensure accurate data collection and reporting of results, including M&E reports, M&E dashboards, etc.
  • Review and verify narrative reports from local partners and conduct thorough verifications of results.
  • Attend local partner activities and conduct field monitoring and visits to project operation areas in the Kairouan, Sidi Bouzid, and Kasserine governorates.
  • Capture and document lessons learned during the project implementation and through M&E findings, ensuring they are clearly highlighted.
  • Develop and implement a comprehensive communication strategy for the AGILE programme, including identifying key messaging, target audiences, and communication channels.
  • Lead the design and production of communication materials such as success stories, newsletters, press releases, and social media content to effectively disseminate project results and impact as well as the organisation of communication events
  • Build the communication capacity of local partners and stakeholders by providing training and guidance on effective communication practices.
  • Facilitate workshops and training sessions on M&E best practices, data analysis, and reporting for project staff and partners.
  • Collaborate with external partners and stakeholders to enhance visibility and partnerships for the AGILE programme.

 

Requirements and Skills

 

  • Diploma in a relevant field such as Communications, International Development, Monitoring and Evaluation, or a related discipline.
  • Minimum of 7 years of work experience in Monitoring, Evaluation, and Learning (MEL) and Communications, preferably in donor-funded projects or international organizations within the context of development or non-profit interventions.
  • In-depth understanding of Monitoring and Evaluation processes, including designing M&E frameworks, data collection methods, and analysis techniques.
  • Excellent oral and written communication skills in English, with the ability to effectively convey complex information to diverse audiences.
  • Strong teamwork skills with the ability to collaborate effectively with colleagues and partners, while also capable of working independently and taking initiative.
  • Demonstrated experience in developing and implementing communication strategies, including content creation, media relations, and social media management.
  • Experience in capacity building and providing training on M&E and communication topics.
  • Proficient computer skills, particularly in MS Office suite and advanced Excel for data analysis and reporting.
  • Ability to work in a multicultural setting, demonstrating cultural sensitivity and adaptability.
  • Willingness to travel frequently to project operation areas in the Kairouan, Sidi Bouzid, and Kasserine governorates.
