The Dot, the first hub for entrepreneurship and digital innovation in Tunisia, is supported by the Ministry of Communication Technologies under the Smart Tunisia project, in partnership with the “Innov’i” program led by the European Union through Expertise France, GIZ, and the Tunisia Development Foundation.

Its goal is to support and strengthen the Tunisian ecosystem of innovation and digital transformation through programs and services that promote a high value-added economy, place youth at the center, and develop synergies between national, regional, and international actors.

 

About SPARK: SPARK is an international non-governmental development organization, active in 14 regions in the Middle East, North Africa, and Sub-Saharan Africa. About the “From Innovation to Creation” program: The “From Innovation to Creation” program strengthens innovation by supporting cooperation between clusters and startup ecosystems in neighboring southern countries. Through a 4-year program funded by the European Commission, SPARK enhances innovation and startup ecosystems, in collaboration with implementing partners in Palestine, Jordan, Lebanon, and Tunisia.

 

The Dot has partnered with Spark to implement activities defined in the regional project “Bridge ‘Up,” which serves two objectives.

 

The first objective aims to strengthen the capacities and support innovation support organizations identified in Tunisia, Jordan, Lebanon, and Palestine.

The second objective aims to support startups in their scaling and internationalization phase in these four countries.

This program will run from September 2023 to February 2024.

 

Job Description:

The Communication Officer will be responsible for coordinating the branding, communication, and event activities of the Bridge’Up program in the four program countries (Tunisia, Palestine, Jordan, and Lebanon).

In coordination with the communication agency responsible for creating the visual identity of the program (graphic design, video creation, and social media sponsorship), and under the supervision of The Dot’s Communication Manager, the Communication Officer will oversee the planning and monitoring of communication activities conducted by the agency. They will also be responsible for implementing and ensuring the quality control of communication and PR activities for the Bridge’Up program, promoting the project effectively, ensuring knowledge dissemination, and maintaining connections with partners.

In collaboration with the project team, the communication manager, and the communication agency, they will specifically undertake the following tasks:

 

Implementation of the communication strategy:

·       Implement Bridge’Up’s strategic communication directions concerning image, visibility, messaging, and define the communication plan of the program in the four program countries (Tunisia, Palestine, Jordan, and Lebanon).

·       Develop and implement the event and public relations strategy.

·       Ensure the implementation of Bridge’Up’s media, editorial, and visual strategy.

·       Identify and showcase the work carried out within the program.

·       Monitor media coverage and digital impact related to Bridge’Up and The Dot.

 

Operational organization, deployment, and coordination of communication actions:

* Supervise the creation of materials by the communication agency (brochures, booklets, kits, posters, press releases, newsletters, videos, podcasts, digital visuals, stories, etc.).

* Occasionally provide support in producing communication materials when needed.

* Ensure consistency of Bridge’Up and The Dot’s image across all communication variations and materials (web, events, media, social networks).

 

Organization and monitoring of program events:

* Support the programming, organization, and monitoring of the program’s events: an Immersion Week (end of October/beginning of November) and a Regional Conference (January).

* Develop detailed plans for each event, including deadlines and required resources.

* Coordinate with internal and external stakeholders, partners, and service providers to ensure smooth and efficient execution.

* Supervise event setup according to the plan.

* Work closely with internal teams to ensure alignment with the event’s vision and objectives.

 

Monitoring, Evaluation, and Optimization:

* Define, establish, and monitor an evaluation policy for communication actions through performance indicators (satisfaction surveys, web traffic data, social media mentions, etc.).

* Ensure the strategic quality of communication actions and their coherence with the overall strategy.

* Write comprehensive, structured, and detailed reports that meet the expectations and requirements of donors.

* Collaborate with internal teams to collect and analyze relevant data to accurately reflect achievements and challenges.

This job description is not exhaustive, and the Communication Officer commits to fulfilling tasks related to The Dot’s communication activities.

Critères d'éligibilité

  • Master's degree or equivalent university degree in communication, marketing, international cooperation, development, or another relevant discipline.
  • Proven knowledge of the intervention sector: innovation, entrepreneurship support, international cooperation in the MENA region.
  • Fluency in French, Arabic, and English (reading, writing, speaking); proficient writing skills in these languages.
  • Proficiency in communication tools (social media, Microsoft Office Suite, PowerPoint, Excel, etc.).
  • Creativity, organization, responsiveness.
  • Listening and analytical skills.
  • Strategic and interpersonal skills (listening, understanding, valuing, disseminating).
  • Availability, curiosity, open-mindedness, and strong general knowledge.
  • Effective stress management.
