Background

The Libya Transition Initiative (LTI) 2 project aims to support Libyan efforts to build an inclusive and peaceful democratic future. Through Chemonics International Inc., USAID/OTI partners with civil society organizations, and interim governing authorities to strengthen civic activism by building capacity and connecting networks, while bolstering security by supporting moderate voices and strengthening local initiatives to mitigate conflict.

LTI 2 focuses on three priority areas of programming listed below:

  • Community engagement activities;
  • Supporting moderate voices; and
  • Supporting political processes and national dialogue

In each of these areas, LTI 2 works to increase access to information, promote dialogue, and provide platforms for civil society to effectively engage with the Libyan government. LTI 2 also seeks to strengthen moderate voices that are committed to a peaceful transition. Additionally, the project supports quick-impact projects with tangible benefits that strengthen bonds, build trust, and foster linkages between government and communities.

Purpose

The Tunis-based Program Implementation Specialist (PIS) will support the Libya field team in their development, implementation, monitoring, reporting, and evaluation of grant activities under LTI2 in coordination with the Chief of Party (COP), Deputy Chief of Party (DCOP), OTI field staff, and other staff. The PIS will help oversee all aspects of implementation in accordance with grant agreements and activity objectives and in line with Chemonics/LTI 2 activity management policies, procedures, and practices.

Reporting

The Program Implementation Specialist will report to the DCOP.

Specific Duties and Responsibilities

  • Support procurement and grant implementation processes in coordination with the Libya-based grants teams, as needed, including but not limited to simplified RFQs, sub-contracts, blanket purchase agreements, etc.
  • Provide policy guidance and interpretation for both grantees and staff involved in grant making and grants management.  Ensure compliance on grant solicitation and selection procedures, grant awards, grant implementation, and grant close-outs.
  • Support the DCOP in the analysis and evaluation of grant agreement/award documents to ensure adherence to established grants management policies and best practices.
  • Ensure the proper preparation and execution of grant documents and grant disbursements consistent and compliant with USAID and Chemonics requirements, procedures and best practices. Documentation required includes negotiation memos, grant activity forms, required certifications and assurances, branding and marking plans, and others. As needed, support grants teams to draft and complete required documentation in order to facilitate faster grant clearance, implementation, and closeouts.
  • Work with the finance team and other team members to help ensure adequate cash flow for activities throughout their implementation.
  • Work with DCOP and other project staff as appropriate to develop and provide additional training for grantees, such as in budget development and project coordination.
  • With other members of the management team, identify new ways of achieving project efficiencies across grants implementation, procurement, finance, and evaluation to improve the grant life-cycle.
  • Ensure that grant files and documentation is complete and prepared in time to close grants within the required timeframe.
  • Undertake other duties as assigned by the DCOP.

Critères d'éligibilité

  • Experience working on USAID/OTI-funded projects and managing grants, or working on programs with grants components strongly preferred.
  • Demonstrated analytical ability and understanding of the political context in Libya, with the ability to think creatively in conceptualizing relevant grant activities.
  • Experience with stabilization, governance, outreach and community engagement programming preferred.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that communicates the established message of the LTI 2 program
  • Excellent interpersonal skills and an ability to manage a diverse range of professional relationships are essential.
  • Strong written and verbal communications skills
  • Bachelor’s degree required; advanced degree or equivalent combination of education and work experience in a relevant field preferred.
  • Fluent written and spoken Arabic required, as is high written and spoken English language proficiency.
