1.  Program Background

ACEA Tunisia (Action Collaborative pour les Exportations Artisanales, or “Collaborative Action for the Export of Handicraft products”) is a multi-year project implemented by FHI 360 and funded by the U.S. Department of State.

ACEA’s goal is to help essential oil artisans in Northwest Tunisia market and commercialize their products. Ultimately, the project aims at growing the local economy through the increase of the export of Medicinal and Aromatic Plants based products. The region did not yet fully capture the economic potential of the abundantly present aromatic and medicinal plant resources, for a myriad of reasons.

The methodology of the project is based on empowering artisans and local communities by guiding and advising them through clustering. Members of the WIKI PAM Cluster meet in workshops and work in groups to learn and share various skills. Among these skills are how to implement certification policies and procedures. ACEA is hiring a local certification specialist to carry out several tasks as listed in the table below.

2.  Objective of Consultancy

Within the framework of initiating and assisting the development of the “WIKI PAM” Cluster of natural extracts in northwest Tunisia, the Certification Specialist will be overseeing and supporting the cluster’s efforts to achieve the necessary certifications for export. Most of this work would require close collaboration with the cluster’s Certification Working Group, one of six Working Groups which are the action arms of the Cluster. The Certification WG focuses on quality diagnosis and identifying the certification requirements for GDAs. The Certification Specialist will be responsible of the overall assistance and guidance of the group to achieve its goals and implement established action plans, including the training of all the staff concerned. Additionally, the certification specialist will be asked to make recommendations regarding the relevance and feasibility of implementing other certifications, such as a quality management system of ISO 9001, for Wiki PAM producers.

3.  Tasks and Deliverables

For the following tasks, the consultant shall provide an estimated level of effort (LOE) and timeline for their execution.

Selection Criteria:

  • Have at least a M.Sc. post-graduate degree (Ph.D. preferred) in biological engineering, biotechnology, biochemistry, food science or related field
  • Demonstrated track record in the fields of quality control and international norms
  • Knowledge of Aromatic and Medicinal Plants and/or essential oils sector is preferred
  • Experience of 4 to 7 years in training, coaching and/or teaching
  • Experience on reviewing and editing scientific publications related to the objectives of the project
  • Experience in the implementation of management quality systems,
  • Facilitation skills
  • Mastery of the Arabic and French language. English is a plus.
