Job Title: Legal Officer
Location: Tunis, Tunisia with possibility of in-country travel as necessary
Length of Contract: 1 July 2019 – 31 December 2019
A 6-month Contract of Limited Duration on a full-time basis with possibility of renewal.

The Carter Center established a field office in Tunis in July 2011 to observe the first democratic elections following the Arab Spring, monitor the constitution-drafting process and the establishment of the electoral framework, and promote the inclusion of international standards for elections, democracy, and human rights in the new constitution. In 2012-13, the Center conducted training for civil society partners engaged in election observation, and in 2014 it observed the legislative and presidential elections, providing Tunisian authorities, electoral stakeholders, and international actors with recommendations to improve election administration and the legal framework.
Since then the Center has continued to support progress in Tunisia’s legislative framework by monitoring the work of the parliament, holding meetings with key decision-makers to engage and advise on issues, and publishing public statements with recommendations on key legislative issues. The Center has also used its convening authority to organize regular meetings with the civil society organizations in support of joint advocacy campaigns on developing legislative issues. The Center regularly provides technical assistance on election standards and supports Tunisian CSO partners in identifying areas of agreement and forming joint recommendations regarding key legislation governing elections and democratic governance in Tunisia.
The Carter Center, a not-for-profit, nongovernmental organization, is seeking a legal officer to join its field office team as it expands its staffing for its Election Observation Mission for the 2019 general elections in Tunisia.
Working alongside and under the direct supervision of the Legal Analyst and reporting to the Elections Mission Director, the duties of the legal officer will include:
Together with the Legal Analyst: – Prepare briefing materials, talking points on the conduct of the election campaign, legal challenges during the campaign and other legal challenges that occur during the election period. Help to prepare briefing material for long-term observers, short term observers and leadership as requested.
Supporting And Managerial Role – Together with the legal analyst, work closely with the Observer Co-ordinator to ensure that LTOs are provided guidance to effectively observe the conduct of the election campaign regarding legal rules and regulations; In co-ordination with the Legal Analyst, fully support the activity of international core-team members, LTOs and short-term observers (STOs) during the course of their work; respond to their inquiries and follow up on their observations with the relevant authorities. In co-ordination with the Legal Analyst, support the activity of the mission and of the international observers in any other aspect that is required;
Reporting – Assist the Legal Analyst in contributing to all mission reporting (Interim Reports, Statement of Preliminary Findings and Conclusions (“Preliminary Statement”), and Final Report) and formulate recommendations as required for inclusion in the Final Report before leaving the mission area
Relevant input to Draft Interim Reports, Preliminary Statement, Final Report, LTO Guidebook, and STO Guidebook; Legal analyst and memos on relevant legal issues that arise during the election period.
