About Ma3an Project:

Ma3an is a seven-year (2018-2025) USAID-funded project with the goal to increase Tunisian youth civic engagement and economic empowerment to advance progress towards sustainable, inclusive development in Tunisia.  Ma3an’s objectives include: (1) Youth have improved access to skills, services, and opportunities for civic engagement and economic empowerment, and (2) Tunisian youth lead and meaningfully participate in activities to address youth and community priorities. In its remaining three years, Ma3an will capitalize on the strong foundation of youth leaders, safe spaces, and local partners in its 33 communities and will engage more youth and partners who can offer additional assets to ensure that a wide representation of Tunisia’s most underserved youth can benefit from skills, services, and opportunities they need to secure their livelihoods and contribute to their communities. This includes working with local partners to set up and support a network of youth leaders who can cascade essential skills to their peers and who can propose and lead initiatives that respond to the challenges they are facing. Ma3an will also continue to build the capacity of youth system actors – including safe spaces, youth-serving and youth-led organizations, and youth-community collaboration mechanisms – to better prepare them to not only meet the needs of young people, but to effectively engage them as partners in their work.

The Capacity Building Technical officer will work with the Capacity Building Technical lead and other key team members on all activities related to capacity building of different actors under Ma3an. S/he will report to the Capacity Building Technical lead.

Main Responsibilities and Tasks:

  • Work closely with the Capacity Building Technical lead to :
    • coordinate and implement the capacity building activities under the SOW of YLN and YEE partners related to the Ma3an Capacity 2.0 assessment tool at the governorate and community levels.
    • identify the training needs of the partners and provide inputs to develop customized training programs.
    • conduct regular monitoring and evaluation of the capacity building activities to ensure their effectiveness and impact on the target communities.
  • Support the Capacity Building Technical lead during the application of the Youth Programming Assessment Tool (YPAT) in youth safe spaces, including supporting the building of the capacity of partners and youth leaders to master the tool’s implementation and data analysis. Additionally, the capacity building activities will include training sessions on youth engagement strategies and best practices, with a focus on promoting inclusivity and diversity within the target communities.
  • Support the monitoring, evaluation, and learning (ME&L) team and program staff in integrating a Collaborating, Learning, and Adapting (CLA) approach into program activities.
  • Work closely with the Capacity Building Technical lead   and regional team to facilitate a capacity and sustainability assessment, and support YCC partners to develop sustainability plans with customized capacity building activities. These plans will aim to enhance the YCC partners’ ability to sustain their youth engagement efforts beyond the project duration and to ensure that their activities are aligned with the needs and aspirations of the communities they serve. The capacity building activities will also involve mentoring and coaching sessions, peer learning opportunities, and networking events to foster collaboration and knowledge sharing among YCC partners.
  • Support the team to provide training or coaching on improving institutional structures and practices, resource mobilization, and facilitation tools of multi-stakeholder engagement.
  • Drafting reports, one pagers and provide support on the production of annual reports and other reporting documents as needed.
  • Ensure that activities are infused with principles of Do No Harm / Positive youth development/conflict sensitivity and Gender Equity and Social Inclusion (GESI).

Other Responsibilities

  • Perform any other reasonable duties as assigned by the Deputy Chief of Party
  • Respect and abide by all the internal regulations of FHI 360 platform office

Travel Requirements: 30%

Critères d'éligibilité

  • BA/master\'s degree or its international equivalent in youth development and leadership, economic development and livelihoods, international relations, social sciences, or a related field.
  • A minimum of 3 years’ professional experience with at least two years in a similar role on donor-funded programs related to economic development and livelihoods, youth economic empowerment, community development, youth leadership, local governance, or civil society strengthening.
  • Demonstrate knowledge of the positive youth development, DNH and GESI approaches
  • Experience implementing capacity assessment tool organizational and programming capacity building such as Youth Programming Assessment Tool (YPAT).
  • Experience in coordinating activities with institutional and CSO’s – including managing tasks, coordinating logistics, and communicating and reporting to various stakeholders – required.
  • Experience with, facilitating, monitoring, evaluation, and learning exercises is preferred.
  • Demonstrated capacity in producing reports and notes
  • Experience with USAID rules and regulations and experience working in an international NGO environment is desirable.
  • Good understanding of sociopolitical and cultural issues in Tunisia.
  • Excellent intrapersonal skills, Excellent verbal and written communication skills; Fluency in English and Arabic and excellent writing skills in English.
