  1. Background

To further strengthen our deep commitment to working in collaboration with indigenous peoples, local communities and respecting human rights, WWF International has established an Environmental & Social (E&S) Safeguards Framework (ESSF). The ESSF is an overarching policy framework on environmental and social risk management, providing for:   

-identification and subsequent management and monitoring of E&S impacts, risks, and opportunities within the landscapes and seascapes that host WWF projects and programs,

-effective stakeholder engagement through consultation with local communities on matters that directly affect them.

In this framework, WWF recognizes the importance of gender mainstreaming in its projects and operations and aims to strengthen its and its partners capacity in this area. 

  • Objective 

WWF is launching these terms of references to contract a consultant who will deliver a capacity building mission to enhance the knowledge and skills in gender mainstreaming for WWF North Africa’s staff and partners.

The objective of this mission is to enhance the capacity in gender mainstreaming in projects, specifically by building the knowledge and skills of staff and partners in identifying, assessing, and addressing gender issues in project design, implementation, monitoring, and evaluation.

This consultation is conducted in the framework of the “Restoration of North Africa Wetlands as a Nature Based Solution to improve water and food security” project.

  • Scope of Work

The consultant will be responsible for the following tasks:

-Conduct a needs assessment to identify the specific capacity building needs in gender mainstreaming in WWF NA’s projects and operations;

-Develop a comprehensive capacity building plan and training modules tailored to the needs of WWF NA and its partners, which will cover topics such as gender analysis, gender-responsive project design and implementation, gender-sensitive monitoring and evaluation, and gender mainstreaming strategies and tools;

-Deliver capacity building training to WWF NA’s staff and partners, using a variety of approaches, including interactive training sessions, coaching, mentoring, and e-learning, as appropriate;

-Provide technical assistance to WWF NA’s staff and partners in applying gender mainstreaming strategies and tools to environmental projects, including the development of gender-sensitive indicators, the design of gender-responsive activities, and the integration of gender considerations into monitoring and evaluation plans;

-Develop a monitoring and evaluation framework to assess the effectiveness of the capacity building mission and measure changes in knowledge, attitudes, and practices related to gender mainstreaming in environmental projects.

  • Main beneficiaries

The training is destined to: 

-WWF North Africa staff (30 participants): this session will take place in Tunis, Tunisia at the office of WWF NA.

-Project’s partners (20 participants from Algeria, Morocco and Tunisia): this session will take place online via Zoom. 

  • Deliverables
  • A needs assessment report, which identifies the specific capacity building needs of WWF NA’s and its partners in gender mainstreaming in environmental projects;
  • A comprehensive capacity building plan, including training modules tailored to the needs of WWF NA’s and its partners; 
  • Training materials and handouts for each training module, including case studies, exercises, and other interactive tools;
  • Documentation of all training sessions, including attendance records, feedback forms, and evaluation reports; 
  • Technical assistance reports, which document the support provided to WWF NA’s staff and partners in applying gender mainstreaming strategies and tools to environmental projects;
  • A monitoring and evaluation framework to assess the effectiveness of the capacity building mission and measure changes in knowledge, attitudes, and practices related to gender mainstreaming in environmental projects.

-Technical assistance reports, which document the support provided to WWF NA’s staff and partners in applying gender mainstreaming strategies and tools to environmental projects;

The dates will be fixed with the project team following their validation. 2
Summary meeting and presentation of the results and the overall report of the training -A monitoring and evaluation framework to assess the effectiveness of the capacity building mission and measure changes in knowledge, attitudes, and practices related to gender mainstreaming in environmental projects

– Minutes of all meetings and training/workshops organized.

-Final report of the consultation detailing the process and the results obtained.

  • Timeline

The consultant will be expected to complete the capacity building mission within 40 days. A detailed timeline for the deliverables will be developed in consultation with the consultant and agreed upon prior to the start of the mission.

  1. Qualifications:

 The ideal candidate should have the following qualifications:

-Proven experience in gender mainstreaming in sustainable development projects, preferably in the in the context of Tunisia, Algeria and Morocco;

-Strong training and facilitation skills, with experience in developing and delivering capacity building programs and training modules;

-Excellent communication and interpersonal skills.  

  • Documents to be submitted by the consultant

-Technical offer

– The CV(s) signed by the persons involved detailing the experiences similar to this application and the references and supporting documents for the work carried out;

– A methodological note detailing the approach to be followed for carrying out the assigned tasks and achieving the expected results of this mission;

-Financial offer

-Financial offer specifying the remuneration detailing the number of days per deliverable requested.

-The total amount of the service must include all taxes.
