for Organizing a Job Fair in Tunisia
Linking 200 Trained Youth with the Private Sector
- Context and Background
The Danish Refugee Council (DRC), in partnership with several local and international stakeholders, is organizing a job fair aimed at linking 200 trained youth with employers from the private sector across Tunisia. The job fair is part of the broader Youth Innovation and Employment Program (YIEP), designed to reduce youth unemployment, improve employability, and promote entrepreneurship.
Youth Unemployment in Tunisia
Tunisia’s youth unemployment rate is one of the highest in the MENA region, at 38.5% in the first quarter of 2022, with 30% of unemployed youth holding university degrees.
The high unemployment rate is driven by several factors, including a gap between labor supply and demand, a mismatch between skills and market needs, a rigid labor market, and cultural preferences for public sector jobs over entrepreneurship.
The Tunisian economy is driven by sectors such as agriculture, tourism, and ICT, all of which hold potential for job creation. However, the skills mismatch between available graduates and private sector needs, such as in the manufacturing and industrial sectors, poses a challenge. Green jobs and entrepreneurship, particularly in sustainable agriculture, eco-tourism, and ICT, offer new avenues for addressing both economic and environmental challenges.
- Objectives of the Job Fair
The primary objectives of the job fair are:
- Facilitate employment: Provide a platform for 200 trained youth to interact directly with private sector companies that are actively seeking to hire.
- Promote entrepreneurship: Create an environment where aspiring entrepreneurs can gain insights, network, and potentially secure support for their business ideas.
- Bridge the skills gap: Allow companies to communicate the skills they need and for youth to align their competencies with labor market requirements.
- Enhance employability: Offer workshops and sessions on CV writing, interview techniques, and career counseling to further develop the job readiness of participating youth.
- Purpose of the Consultancy
The purpose of this TOR is to recruit a qualified company to organize and manage all aspects of the job fair, ensuring a successful, smooth, and impactful event. The selected company will be responsible for the planning, coordination, execution, and follow-up of the job fair, working closely with DRC, youth participants, companies, and other stakeholders.
- Scope of Work
The selected company will be responsible for managing all logistical and organizational aspects of the job fair.
Specific tasks include:
4.1. Event Planning and Coordination
- Project Management: Develop a detailed project management plan, outlining timelines, roles, and responsibilities for all activities.
- Stakeholder Coordination: Engage with key stakeholders, including DRC, participating companies, youth representatives, local authorities, and media outlets, to ensure proper alignment of objectives and responsibilities.
- Venue Selection: Identify and secure a venue in Tunis that is centrally located, accessible, and can accommodate up to 300 participants (200 youth, 100 company representatives, and additional visitors).
- Communication Materials: Work with DRC’s communication team to develop and distribute promotional materials, including event banners, brochures, and digital content (social media campaigns, online registration forms).
- Media Outreach: Coordinate with local media to ensure the event is well-publicized in advance, using radio, television, and print media to attract a diverse audience.
4.2. Youth and Company Mobilization
- Youth Engagement: Ensure that 200 pre-selected and trained youth from the 12 targeted governorates (Medenine, Tataouine, Gabes, Sfax, Sousse, Monastir, Tunis, Ariana, Ben Arous, Manouba, Bizerte, and Zaghouan) are effectively mobilized to participate in the fair.
- Company Recruitment: Engage and recruit companies from sectors including ICT, manufacturing, agriculture, green jobs, and tourism, ensuring alignment with the skills and qualifications of the participating youth
- Sectoral Representation: Ensure that companies from key sectors (ICT, agriculture, tourism, green jobs) are represented to match the profiles of the youth participants.
4.3. Event Execution
- Booth Setup and Layout: Design and set up booths for companies, ensuring that each booth is equipped with all necessary materials (tables, chairs, signage). Ensure the fair is visually appealing and easy to navigate.
- Workshops and Seminars: Organize and manage workshops on CV writing, interview techniques, entrepreneurship, and career counseling. Ensure that these workshops are led by experienced professionals and are aligned with the needs of both job seekers and companies.
- On-site Support: Provide support staff to assist companies and youth on the day of the event, ensuring smooth registration, coordination, and troubleshooting any logistical issues.
- Networking Activities: Facilitate networking sessions between youth and employers and provide space for one-on-one interviews.
4.4. Post-Event Follow-Up
- Feedback Collection: Collect feedback from both youth participants and employers on the event’s effectiveness. This should include surveys or interviews to assess the quality of the fair, employment opportunities secured, and suggestions for future improvements.
- Reporting: Provide DRC with a detailed report summarizing event outcomes, including metrics such as youth participation, company engagement, job offers extended, and insights gathered from feedback.
- Possibility of additional technical training for the selected youth ensuring their placement with the companies.
- Deliverables
The selected company will be expected to deliver the following:
- Detailed Project Plan: A comprehensive plan outlining the event’s timeline, key milestones, stakeholder coordination, and risk management strategy.
- Youth and Company Engagement Report: A report detailing youth and company participation, including the number of companies confirmed, sectors represented, and youth mobilized.
3. Venue and Logistics Plan: Confirmation of the venue, booth layout, equipment, and logistical arrangements (including signage, registration setup, and networking space).
- Workshop Program: A finalized schedule of workshops and seminars, including confirmed facilitators and detailed session plans.
- Event Day Execution: Smooth execution of the event, ensuring all logistical and operational aspects are handled efficiently.
- Post-Event Report: A detailed report outlining the outcomes of the job fair, feedback from participants, and recommendations for future job fairs.
- Timeline
The job fair is expected to take place Before December 20; 2024 after the signing of the contract. The selected company should develop a project plan that includes the following phases:
- Phase 1 – Planning (2 weeks):
- Develop detailed project plans, confirm venue, begin youth and company recruitment.
2. Phase 2 – Execution Preparation (2 weeks):
- Finalize logistics, confirm workshop facilitators, and complete all promotional activities.
3. Phase 3 – Event Execution (Job Fair Day):
- Manage all on-site logistics and ensure smooth operation.
- Phase 4 – Post-Event (2 weeks):
- Collect feedback and prepare the final report.
- Qualification and Experience Requirements
The company should meet the following qualifications:
- Event Management Experience: Proven track record in organizing large-scale events, especially job fairs or employment-related conferences, involving multiple stakeholders.
- Youth Engagement: Demonstrated experience working with youth, particularly in employment and skills development contexts.
- Private Sector Engagement: Experience engaging with private sector companies in Tunisia, particularly those in ICT, agriculture, manufacturing, and green jobs.
- Logistical Expertise: Strong capacity to manage complex logistics, including venue management, booth setup, registration, and event flow.
- Communication Skills: Ability to develop and execute communication plans, including online and offline promotional campaigns, media outreach, and stakeholder coordination.
- Monitoring and Evaluation: Experience collecting and analyzing event data to assess impact and provide actionable recommendations.
- Submission Guidelines
Interested companies are invited to submit the following documents:
- Company Profile: Overview of the company’s relevant experience and qualifications.
- Technical Proposal: Detailed plan for organizing the job fair, including how the company will approach stakeholder engagement, event logistics, and follow-up.
- Financial Proposal: A detailed budget outlining the costs of organizing the job fair, including all logistics, staffing, and material costs.
- Previous Work Examples: Case studies or reports from similar events previously organized.
- 5. Team Composition: CVs of key personnel who will be managing the event.
- Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Experience and Past Performance (30%): Proven track record in organizing similar events.
- Technical Proposal (40%): Quality of the proposed plan and approach to delivering the job fair.
- Financial Proposal (20%): Cost-effectiveness and transparency of the budget.
- Capacity and Team (10%): Qualifications and experience of the team proposed to manage the event.
