Legal Frameworks, Constitutional Guarantees, and Applied Legal Practice

Attalaki is seeking to engage qualified legal experts to contribute to the design and delivery of a specialized training workshop, as well as to the development of a practical legal reference guide for legal professionals in Tunisia.

This initiative forms part of a broader effort to strengthen professional legal capacities, support rigorous interpretation of legal texts, and enhance the quality and consistency of legal practice within the national framework.

Tunisia’s legal system provides important guarantees related to equality before the law, fundamental rights, and freedoms, including aspects related to freedom of religion or belief. The effective implementation of these guarantees depends to a large extent on the ability of legal professionals to interpret, articulate, and apply legal provisions with precision and methodological rigor.

Within this context, the initiative adopts a strictly legal and practice-oriented approach, focusing on strengthening applied skills rather than theoretical or normative debates.

Objective of the Assignment

The assignment aims to:

• Support the development and facilitation of a practice-oriented training workshop targeting legal professionals 
• Contribute to the preparation of a concise practical guide designed as a reference tool for applied legal work 

The overall objective is to reinforce structured legal reasoning, improve the clarity of legal argumentation, and strengthen the effective use of available legal mechanisms.

Scope of Work

Selected experts will be expected to:

• Contribute to the conceptualization and structuring of the training program 
• Design and deliver selected technical sessions during the workshop 
• Develop and/or review content for a practice-oriented legal guide (approximately 20 pages, in Arabic) 
• Propose and elaborate case-based exercises, practical scenarios, and model legal reasoning 
• Participate in consultation and coordination meetings with other experts and contributors 

The work will emphasize:

• Clear and disciplined legal interpretation 
• Coherent and structured argumentation 
• Practical engagement with existing legal provisions and remedies 

Training and Methodological Approach

The workshop will follow a practice-oriented methodology, combining:

• Expert-led technical presentations 
• Moderated discussions 
• Case-based group work 
• Legal drafting exercises 
• A structured simulation exercise 

The objective is to translate legal concepts into applied professional skills, with particular attention to clarity, coherence, and methodological rigor.

Expected Deliverables

• Contribution to a structured, high-quality training workshop 
• Contribution to a concise and practical legal reference guide 
• Development of applied materials, including case studies and exercises 

The guide will be designed as a professional tool, accessible and directly usable by legal practitioners.

Profile of Experts

Applicants should meet the following criteria:

• Advanced degree in law (preferably public law, constitutional law, or related fields) 
• Proven experience in legal analysis, drafting, or professional training 
• Strong familiarity with the Tunisian legal and institutional context 
• Ability to translate legal concepts into practical, structured tools 
• Excellent writing and communication skills in Arabic 

Experience related to constitutional guarantees, fundamental rights, or comparable legal fields is considered an asset.

Duration and Modality

• Short-term assignment 
• Combination of: 
  • Remote preparation and coordination 
  • Participation in a 3-day in-person workshop 
  • Contribution to drafting and review of the guide 

Use of Outputs

The practical guide will be produced in print and digital formats in ENG and AR and shared with relevant professional and academic stakeholders, with the objective of supporting ongoing legal practice and capacity development.
