The Cairo Institute for Human Rights Studies (CIHRS) is seeking a Maghreb Project Officer to work on the Universal Periodic Review of Tunisia, Morocco, and Algeria.

 

Project description:

The Universal Periodic Review (UPR) of the United Nations Human Rights Council is one of the most comprehensive existing international human rights mechanisms, which human rights defenders can utilize for pressuring governments to accept and implement recommendations on improving rights and freedoms within their respective countries. The third cycle for the UPR of Algeria, Tunisia and Morocco is scheduled in May 2017.

CIHRS Arab Regional Advocacy Program (ARAP) launched the Maghreb UPR project in 2016 with the aim of empowering CSOs from Algeria, Tunisia, and Morocco to be effective agents of change through increasing their capacity to engage independently and sustainably with the UN international human rights mechanisms through an efficient use of the UPR. Accordingly, civil society coalitions from the three countries were established with the aim of working collectively to ensure strong and relevant recommendations on priority human rights concerns are raised and accepted during the reviews as well as a concrete follow up mechanisms to their implementation put in place.

Tasks:

The Maghreb UPR project officer is expected to carry out the following tasks:

  1. Follow up on and implement all research, advocacy, capacity building, and networking activities related to the project.
  2. Meet and maintain contact with local partners working on assigned countries on a regular basis to remain up-to-date on their work and to maintain strong organizational relationships.
  3. Encourage a synergy amongst local rights organizations in the three countries around the UPR mechanism, including through organizing and implementing joint networking and advocacy activities as needed.
  4. Coordinate regularly with CIHRS’ international partners engaged in the project
  5. Maintain a thorough understanding of the state of human rights in the assigned countries.
  6. Prepare advocacy documents based on research, including press statements, written / oral interventions, talking points for meetings or presentations, etc.
  7. Ensure sustained engagement with the media to promote the activities of the project, including through assisting in organizing press conferences and meeting with the press when needed.
  8. Expand CIHRS’ network of partners working on assigned countries.
  9. Assist in the planning and execution of trainings, conferences, or other events as needed.
  10. Maintain and update a database for the project as well as ensure regular reporting for the project activities.
  11. Assist with other tasks as necessary.

Critères d'éligibilité

  • Excellent French, English, and Arabic language skills
  • Experience in human rights issues related to Tunisia, Algeria, and Morocco
  • A university degree
  • Excellent communication and interpersonal skills
  • Ability to effectively communicate information and ideas in written and verbal format, and build and maintain relationships
  • Excellent ability to work as part of a team and in a multicultural environment
  • Excellent organizational skills and experience in filing systems
  • Ability to work well under pressure, to adapt to emerging issues and changing priorities
  • Willingness to work extra hours on occasion, sometimes during weekends, for overtime pay as the need arises
  • Creative, diplomatic, and detail-oriented
  • Experience working in adult learning and/or capacity building positions preferred
  • Computer skills using a variety of software packages, such as Photoshop, Microsoft Word, Outlook, PowerPoint, Excel, Access, etc., to produce correspondence and documents and maintain presentations, records, spreadsheets and databases
