Title: Business Advisor

BACKGROUND

The purpose of the USAID-funded Jobs, Opportunities and Business Success (JOBS) project is to create jobs in Tunisia on a sustainable basis by (1) providing targeted assistance to Tunisian businesses, especially SMEs, to expand their sales and/or exports enabling them to grow and hire additional workers; (2) enhance work force development by reducing the education/training gap between the university and vocational training systems and the actual needs of Tunisian businesses; (3) promote a more effective business enabling environment by working with the public and private sectors to promote policy and regulatory reforms; and, (4) communicate to Tunisians, especially youth, a sense of the importance of market-led economic growth and entrepreneurship, as well as vocational education as an apt career choice.

JOBS aspires to have project stakeholders and Tunisians at large understand and be aware of USAID’s contribution to these objectives through the JOBS project.

POSITION DESCRIPTION

The Business Advisor will support the Business Competitiveness Team Leader to design, implement and oversee the execution of strategic activities to assist SMEs to generate new sales, employment and private investment in Tunisia. To this end, s/he will work closely with producers and buyers and will coordinate the activities of consultants and/or subcontractors that will address key constraints and stimulate job creation and firm level/sectoral growth throughout the duration of the project.

DETAILED RESPONSIBILITIES

This position requires strong inter-personal, communication and business skills to complete the tasks
associated with its broad responsibilities, including those listed below.

  • In consultation with other project staff, identify client firms which meet project criteria throughout Tunisia, across numerous sectors.
  • Lead due diligence of SMEs and diagnosis of client firms.
  • Lead the development, in partnership of client firms, of work plans (Growth Plans) that identify assistance to be provided by the project, and joint responsibilities.
  • Develop scopes of work for and supervision of consultants and subcontractors.
  • Determine and monitor annual sales, employment and investment targets in each of the selected firms.
  • Monitor firm development and routinely report on progress.
  • Identify markets and specific companies that wish to buy products from potential client firms.
  • Support coordination private sector outreach and communications across the four project components.
  • Support the development and implementation MOUs, and coordinate and track project partnership activities.
  • Coordinate with other team members, including access to finance specialist, export market development specialist, value chain specialist, and others as needed, to identify trade show opportunities for firms, identify value chains with anchor firms, and other tasks as required.
  • Carry out activities to strengthen specific value chains and select sectors (agribusiness, ICT,etc.).
  • Identify, detail and advocate for sector interventions that benefit women and youth employment opportunities.

LEVEL OF EFFORT AND PERIOD OF PERFORMANCE

This position is long-term, on a full-time basis.

LOCATION OF THE ASSIGNMENT

The assignment will be in Sfax, will require up to 25%-40% travel to select regions within Tunisia.

SUPERVISION AND REPORTING

The Business Advisor will report to the Tunisia JOBS Business Competitiveness Team Leader.

Critères d'éligibilité

  • A university degree, preferably a masters, in business management, commerce, marketing, finance, etc.
  • Experience in consulting to SMEs in Tunisia, with a proven record of success through a private consulting firm or a development donor program
  • Minimum 5 years of relevant experience, including 3 years of private sector experience in marketing, sales, finance or production
  • Excellent understanding of international certification standards
  • Familiarity with at least two target sectors, such as agro-industry, ICT, light manufacturing, artisan/crafts
  • Excellent verbal and written and communication skills
  • Demonstrated leadership, versatility, and integrity
  • Strong business ethics
  • Flexibility and willingness to adapt to a changing business environment
  • Strong interpersonal skills and ability to work closely within a team.
  • Fluency in English, Arabic and French required
