Title: Business Advisor – Job Matching/Creation

Length of Assignment: Long-Term

Reports to: C1 Team Leader



The purpose of the USAID-funded Jobs, Opportunities & Business Success project (JOBS) is to create  jobs in Tunisia on a sustainable basis by (1) providing targeted assistance to Tunisian businesses,  especially SMEs, to expand their sales and/or exports enabling them to expand and hire additional  workers; (2) enhance work force development by reducing the education/training gap between what the  university and vocational training systems provide and the actual needs of Tunisian businesses; (3)  promote a more effective business enabling environment by working with the public and private sectors  to promote policy and regulatory reforms; and, (4) communicate to Tunisians, especially youth, a sense of  the importance of market-led economic growth and entrepreneurship, as well as vocational education as  an apt career choice.

JOBS also aspires to have project stakeholders and Tunisians at large understand and be aware of  USAID’s contribution to these objectives through the JOBS project.


The Business Advisor will support the Business Competitiveness Team Leader to design, implement and  oversee the execution of strategic activities to assist SMEs to generate new sales, employment and private  investment in Tunisia. To this end, s/he will work closely with producers and buyers and will coordinate  the activities of consultants and/or subcontractors that will address key constraints and stimulate job  creation/matching and firm level/sectoral growth throughout the duration of the project.


  • Identify client firms which meet project criteria throughout Tunisia, across numerous sectors.
  • Provide detailed oversight of operational implementation of individual company support  plans
  • Monitor firm development and routinely report on progress.
  • Develop scopes of work for and supervision of consultants and subcontractors.
  • Develop tailored action plans with each enterprise that identifies their recruitment and  training needs
  • Support coordination private sector outreach and communications across the four project  components.
  • Support the development and implementation MOUs, and coordinate and track project  partnership activities.
  • Coordinate with other team members, including access to finance specialist, export  market development specialist, value chain specialist, and others as needed, to identify  trade show opportunities for firms, identify value chain with anchor firms, and other tasks  as required.
  • Carry out activities to strengthen specific value chains and select sectors (agribusiness,  ICT, ect.)
  • Collaborate with workforce development stakeholders (ANETI, 4Cs, Vocational training  schools, etc.)
  • Organize job matching events such as career days.
  • Identify, detail and advocate for sector interventions that benefit women and youth  employment opportunities.


This position is long-term, on a full-time basis.


The assignment will be in Bizerte .


The Business Advisor will report to the Tunisia JOBS C1 component team leader.
