Description

FHI 360 is currently recruiting for the position of Associate Director of Monitoring, Evaluation, and Learning (MEL) for an anticipated five-year USAID in Tunisia that is expected to begin implementation in June 2023.


The overall goal of the Civil Society Activity is to empower Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national levels in advancing Tunisia’s development and to build the legitimacy and sustainability of the civil society sector. Interventions will be focused on five to ten thematic areas decided through a participatory approach, over the course of the award, that reflect local
priorities, political will, and strong potential to make tangible improvements in the daily lives of citizens.

This activity has three main objectives:

  1. Increase the engagement and agency of citizens to act and advocate
    for specific issues of public interest;
  2. Strengthen the institutional capacity of civil society organizations to promote positive change on citizen and constituent priorities (based on the organizational mission); and
  3. Promote effective partnerships (intra- inter- and multi-sectoral) at local, regional, and national levels (e.g., government, civil society, citizens, private sector) to advance shared development objectives.


Job Summary:

The Associate Director of Monitoring, Evaluation, and Learning will be responsible for supporting the design and implementation of comprehensive monitoring, evaluation, and learning plan for the project. The Associate Director MEL will work closely with the project team to implement systems to safeguard the collection and management of data and will ensure that project learning is shared with project staff and partners and is used to inform needed changes to program activities. The Associate Director MEL will also play a key role in reviewing, selecting, and designing final research grant activities. This role will also be responsible for providing technical oversight and monitoring some of these research grant activities. The Associate Director MEL will be a full-time position based in Tunis with project-funded travel to other regions of Tunisia.


Essential Job Functions:

Duties and Responsibilities

  • Oversees MEL activities in close collaboration with the Chief of Party.
  • Develops and directly contributes to the development and implementation of the MEL plan, tools and systems and oversees the implementation and integration of a Collaborating, Learning and Adapting (CLA) approach to collect, interpret, and apply data and project learning that demonstrates impact and project accountability and progress, and informs adaptation of project activities;
  • Develops and supports the design and implementation of high-quality quantitative and qualitative surveys and participatory methodologies to monitor program quality for performance and results;
  • Promotes dissemination and use of lessons learned by the project team and partners;
  • Provides training to staff and primary stakeholders on the MEL plan and tools;
  • Conducts data collection and verification and contributes to project performance and data reports as required;
  • Supervises a MEL Manager and Communications Specialists and;
  • Contributes, as requested, to the design and oversight of project-funded research activities;
  • Oversees capacity development activities on MEL topics, including the development of relevant workshop materials, development of MEL guides and direct technical support to grantees on MEL.
  • Performs other duties as assigned.

Critères d'éligibilité

  • Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
  • 10+ years of experience managing and/or effectively implementing research, monitoring, evaluation, and/or learning activities for development activities, especially in the democracy, governance, peacebuilding, social science research, and/or other relevant sectors.
  • Experience designing and implementing qualitative and quantitative research and survey methodologies
  • Experience developing monitoring and evaluation systems and data collection tools. Informed of current program developments in democracy and governance and/or peacebuilding and conflict mitigation programming.
  • Ideally, the candidate will also have worked on USAID or other donor programs and be familiar with USAID’s approach to ME&L and CLA.
  • Fluency in English (required) and Arabic and/or French professional proficiency (preferred)
