Summary of Duties

Under the general direction of the Advisor (Political and Development), and with a high degree of judgment and independent action, the Program Officer (Political and Public Affairs) provides advice, recommendations and a significant contribution to development of opportunities for Canada-Tunisia collaboration, including:

  1. Analyze political developments and assess their impacts on Canadian interests, prepare reports, make advocacy, as well as reports and recommendations on political and socio-economic dynamics;
  2. Manage the communication and Public Affairs program;
  3. In support of the senior management of the Embassy, ​​develop and manage a network of partners and contacts, in the governmental, academic, political and civil society;
  4. Plan, coordinate and manage official visits to Tunisia and Canada, and provide detailed analysis and recommendations on potential events and visits aligned with program objectives;
  5. Develop and evaluate opportunities for collaboration between Canada and Tunisia and make recommendations in this regard using judgment and with initiative and discretion;
  6. Contribute to overall mission planning and priority setting;
  7. Perform other duties as required.

Area of selection/Eligibility

This position is open to external candidates eligible to live and work in Tunisia, and to those currently holding indeterminate or term positions in the Embassy of Canada in Tunisia. Candidate must meet all essential qualifications and applications must have been received by the closing date.

Essential Qualifications

Candidates will initially be screened against the Essential Qualifications relating to education, experience and language.  Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:

  • Degree from a recognized university in a relevant discipline such as Political Science, Journalism/Communications, Law, International Relations,Economics.

 Language:

  • Proficiency in English (reading, writing and speaking);
  • Proficiency in French (reading, writing and speaking);
  • Proficiency in Arabic (reading, writing and speaking).

Experience:

Significant experience is required in various areas over the past 5 years. Significant experience is defined as the scope, wealth and diversity corresponding to the achievement of a wide range of complex activities. The desired experiences are:

  • Minimum of 3 years of work experience in a diplomatic mission, a non-governmental organization, a multilateral organization, a private company, or in the public sector;
  • Significant experience in research, analysis, report writing, briefing notes and presentations as well as the formulation of recommendations and policy advice on issues related to Public Policy and public affairs in Tunisia;
  • Significant networking experience in managing partnerships with Tunisian governmental or non-governmental organizations (civil society and the private sector), multilateral institutions or donors in Tunisia or internationally.

Rated Requirements

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed.  Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

  • Knowledge of the current political landscape and Public Affairs affecting Tunisia, and political and economic issues facing Tunisia in particular;
  • Knowledge of key actors involved in the political and economic situation of Tunisia (including non-governmental organizations, government institutions, international organizations, the media, academic and cultural institutions);
  • Knowledge of the mandate, policies, objectives and priorities of Global Affairs Canada in Tunisia and its partners in the field of politics and Public Affairs;
  • Knowledge and use of the Microsoft Office suite (Word, Excel and Outlook) and advanced use of social media (Facebook, Twitter, Instagram, etc.).

Abilities:

  • Ability to manage information, analyze and make recommendations on different situations in terms of politics, Public Affairs, social and cultural issues;
  • Ability to analyze, plan and manage all aspects of complex project and program management, including financial and contract management;
  • Ability to write analytical reports and participate in the development of data from the Political and Public Affairs section and ability to draft diplomatic notes;
  • Ability to manage time, plan, prioritize tasks and meet tight deadlines;
  • Ability to work within a team;
  • Ability to promote Canadian interests;
  • Ability to create and maintain networks of contacts and relationships with people of all levels.

Asset Qualifications

Preference may be given to candidates who meet the Asset Qualifications.  Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

  • Work or study experience in Canada;
  • Experience working in a diplomatic mission or international organization.

Operational Requirements

  • Hours of work: 37.5 hours per week –Working hours are determined between the supervisor and the employee.
  • Must be willing to work irregular hours and overtime, be available on call outside normal business hours.
  • Must be willing to travel if necessary.

Conditions of Employment

  • Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
  • Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter.
  • Obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period.
