As part of the projects of the North Africa and Middle East Office (ANMO) mainly based in Tunis, and to strengthen its team, we are recruiting : 

 

An Administrative and Financial Manager (M/F) based in Tunis 

 

General objective of the position

Under the supervision of the Programme Officer, within an Office composed of 5 employees with you, the Administrative and Financial Officer will manage the financial, logistical, administrative and human resources of the North Africa and Middle East Office.

You will work in close coordination with the finance department in Paris. 

Your main responsibilities for the ANMO office are as follows :

      

  •     A) To be responsible for financial management : To elaborate provisional budgets for activities, to ensure the application of cost accounting and the proper use of funds. With the support of the head office in Paris, co-manage financial risks and prepare financial reports for donors and partners. Manage partnership agreements.
  •     B) Ensure accounting and administrative management, ensure compliance with administrative and financial procedures, prepare monthly accounts (checking against the budget, coding, data entry, bank reconciliation, control and filing), manage banking operations, manage the cash register, manage tax returns, be the contact person for the auditor and the tax authorities.
  • C) Overall management of the payroll : drawing up pay slips, preparing deductions at source, drawing up tax and social security declarations, managing payments, managing international health insurance, being the contact person for CNSS, managing all files relating to official staff declarations, ensuring social and tax monitoring.
  • D) Logistical and administrative management : managing service providers and optimising the management of their contracts, supervising the equipment and maintenance of the premises, carrying out the annual inventory of equipment and fixed assets, making purchases and ensuring quality supplies.
  • E) Manage the treasury : define cash flows and needs, manage flows with headquarters, ensure the supply of funds, manage relations with banks.
  • F) Manage internal and external audits : ensure and control the quality of documentation and expense claims for the office’s projects and activities, ensure archiving, participate in the identification and contracting of the audit firm, mitigate risks, coordinate responses to the External Auditor’s requests and ensure the successful completion of audits.

 

Profile required:

You have a degree in accounting or finance. You have at least 3 years’ experience in a similar position. You have a good knowledge of finance, general and analytical accounting, and management control. You are familiar with Tunisian accounting regulations and the Tunisian Accounting Standard N°45. Knowledge of the financial rules of the AFD (Agence Française de Développement) is a plus.

You are familiar with one or more accounting software packages. You are familiar with the advanced functions of Excel. You are familiar with Tunisian procurement procedures. You are able to manage a payroll independently.

You speak Arabic (level C2), French (level C1). English is desirable (level B1). 

You are rigorous and pragmatic. You manage files in complete confidentiality. You are organised and able to analyse. You are reactive. You have the ability to work on several files simultaneously. You take the initiative. You are precise and autonomous. You are able to negotiate with service providers. 

 

Terms and conditions of employment:

12 month fixed term contract under Tunisian law, possibly renewable. Position based in Tunis, with some travel. Salary : 48 000 TND gross per year. 30 working days or 25 working days of paid annual leave. International health insurance after the trial period.
