ACTED Activities in Tunisia/Libya

ACTED has been present in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED started to work on post-conflict projects in 2012, particularly focusing on support to the nascent Libyan civil society. In January 2012 ACTED began a two-year program, funded by the European Union, focusing on support to civil society organizations in Libya.

In September 2014, considering the worsening of the situation in Libya, activities have been adapted to the crisis context, with the main goal during this period to support the Libyan civil society to keep working and acting locally despite the situation.

Since mid-2014 the expatriates in Libya international team have been relocated to Tunisia where they remotely manage the operations in Libya.

ASSIGNMENT : To ensure cash management and accountancy for ACTED projects in the Tunisia/Libya mission, to follow the respect of internal procedures, to be transparent and accurate.

BASE: Tunis

DURATION OF CONTRACT: 6 MONTHS – RENEWABLE

RESPONSIBILITIES:

  • Accounting
  • Advance/loan follow up at Area level.
  • Uploading in Saga all Base Books.
  • Mid-month Cash Book review
  • Cash :
  • Responsible of payment follow up, weekly cash forecasting and transfers to field locations.
  • Management, with the Head of Department, banking relationship.
  • Supervision of finance filling (vouchers, cash checking, bank statements, bank reconciliation).
  • Participate on weekly cash checking.
  • Payment Procedure :
  • Make sure that all documents are signed as per ACTED procedures before purchase.
  • In absence of Finance officer, responsible for signing purchase orders
  • Responsible for checking signed payment vouchers before payment is uploaded to SAGA and before physical voucher are filed.
  • Filing
  • Responsible for final check and filing (monthly basis)
  • Compliance
  • Support compliance team in any voucher research during the audit

 

Critères d'éligibilité

  • Bachelor
  • Knowledge of the Microsoft Office Package (Excel, Word, Powerpoint)
  • Driving license (desirable)
  • LANGUAGES: French / English / Arabic
  • Ability to work under pressure alone and as part of a team
  • A strong sense of integrity
  • Attention to detail
  • Previous INGO overseas experience as Finance Assistant highly desirable
