تأني أعمال المنتدى في إطار مشروع الديمقراطية المرتكزة على الحقوق الذي أطلقه مركز دعم التحول الديمقراطي وحقوق الانسان (دعم) بدعم من المؤسسة الاوروبية للديمقراطية، والذي يهدف الى الدفع نحو مجتمعات تتمتع بالمعرفة اللازمة لوضع تصورات لخطط وحلول ديمقراطية داعمة لعملية التحول الديمقراطي المرتكز على مبادئ حقوق الإنسان في شموليتها و كونيتها، وذلك من خلال توفير الأدبيات المتعلقة بالتحول الديمقراطي وحقوق الإنسان بشكل يساعد في سد فجوة معرفية كبيرة في هذا الملف وتوفير عدد من التوصيات والخطط والحلول البديلة القائمة على المنهج التشاركي والتوافق، وتعزيز مستوى التعاون بين الحكومات والاحزاب ومنظمات المجتمع المدني فيما يخص القضايا المتعلقة بحقوق الإنسان والتحول الديمقراطي إضافة الى توفير منبر آمن للنقاش للنشطاء السياسيين والحقوقيين وتحسين القدرات المعرفية للنشطاء الحقوقيين والسياسيين والأكاديميين وذوي الاختصاص المشاركين فيما يخص القضايا المتعلقة بالتحول الديمقراطي وحقوق الإنسان في كل من تونس وليبيا.
إلى جانب موقع مرصد دعم الذي يحتوي على مكتبة قيمة من المنشورات والأدبيات الخاصة بهذا المجال وإلى جانب المخيمات التدريبية الخاصة بالديمقراطية المرتكزة على الحقوق يقوم مركز دعم بنشر دورية خاصة بقضايا حقوق الإنسان والانتقال الديمقراطي في تونس وليبيا مرفوقة بمنتدى لمناقشة مواضيع الدورية.
بعد نجاح العمل على الدورية الأولى والثانية اللتان كانتا حول الديمقراطية والتنوع الثقافي: الكلمة للأقليات، وموقع المرأة والشباب في العملية الديمقراطية (تونس، ليبيا)، يعمل مركز دعم اليوم على التحضير للعدد الثالث من دوريته والتي ستكون حول موضوع “مكافحة الفساد وعلاقته بسياسات التحول الديمقراطي في تونس وليبيا؟”.
في الواقع الحديث حول مكافحة الفساد يعتبر مسألة مفصلية في تونس وليبيا باعتبار أنها بلدان تعيش مخاض الانتقال، رغم ان المسألة مكافحة الفساد مازالت مطروحة حتى في الأنظمة الديمقراطية العريقة، على المستويات الاجتماعية والاقتصادية، فضلا عن المستوى السياسي. لكن الموضوع يعتبر أكثر حساسية في البلدان التي تعيش مخاض الانتقال باعتبار طبيعة التحديات المطروحة أمامها، فبقدر ما تمثل الوضعية الانتقالية فرصة لبلورة نظام جديد يستوعب كل المتدخلين، بقدر ما تهدد هشاشة الاستقرار السياسي والأمني والاجتماعي والاقتصادي المكاسب الموجودة.

Background
The forum falls within the framework of “Rights-Based Democracy” launched by Democratic Transition and Human Rights Support Center “DAAM” with the support of the European Endowment for Democracy (EED).
The project aims to push towards societies with the necessary knowledge to develop visions of democratic plans and solutions that support the democratic transition process based on the principles of comprehensive and universal human rights. This will be through providing knowledge on democratic transition and human rights in a way that helps bridging a large knowledge gap and provide a number of recommendations, plans, and alternative solutions based on participatory and consensual approach, It will enhance the level of cooperation between governments, political parties and civil society organizations on issues related to rights Human rights and democratic transition, as well as providing a safe discussion platforms for political and human rights activists and improving the cognitive abilities of human rights activists, politicians, academics and stakeholders involved in issues related to democratic transition and human rights in Tunisia and Libya.
In addition to DAAM Observatory website that includes a valuable library that contains publications related to this field, and in addition to the training boot-camps on rights-based democracy, DAAM is publishing a periodical on human rights and democratic transition in Tunisia and Libya accompanied with a forum to discuss the topics of the periodical.
After two successful periodicals that discussed « democracy and cultural diversity : minorities speak up » and « the position of women and youth within the democratic process in Tunisia and Libya », DAAM center is preparing its third periodical which will discuss « fighting corruption and its effect on democratic transition policies in Tunisia and Libya”.
Actually, discussing fighting corruption is considered as a crucial issue in Tunisia and Libya as both countries are in the throes of transition although fighting corruption is still a major issue even in the oldest democracies on the social, economic and political levels. This topic however is considered more sensitive in countries that witness a democratic transition taking in consideration the nature of the proposed challenges. Democratic transition represents a unique opportunity to establish a new system that fits all stakeholders but as the same time the fragility of the political, social, economic, and security stability threaten the existing gains.
