Chemonics seeks a Grants Manager for the USAID/Tunisia Jobs, Opportunities, and Business Success (JOBS) project. The purpose of JOBS is to create jobs in Tunisia by providing targeted technical assistance to individual firms, to increase that firm’s competitiveness, enabling it to expand and hire additional workers. At the same time, in support of the goal of job creation, the project will assist Tunisia with workforce development and job placement as well as identify and advocate for improvements in Tunisia’s business enabling environment.

The Grants Manager will be responsible for the project’s grants and strategic activities including the project’s local grants, procurements, and subcontracts. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

Grants Management

  • Responsible for implementing and managing a grants program in compliance with relevant US government rules and regulations. The Grants ensures that activities and deliverables related to grants are achieved on schedule, in accordance with approved specifications and within the allocated budget;
  • Oversees activities related to grant solicitation and selection, grant awards, grant implementation, grant monitoring and evaluation, and grant close-outs; and
  • Develops any applicable training, technical assistance, and commodity needs of potential grantees, and in particular, establishes controls for expenditures and reporting on use of funds related to these needs.

Procurement and Subcontract Management

  • Oversees procurement requirements and ensures compliance with corporate policies, contractual requirements, US Federal Acquisition Regulations (FAR), and any other applicable policies and regulations;
  • Works directly with local, regional or international vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services;
  • Reviews subcontract deliverables and confirms deliverables are in accordance with contract terms and conditions; and
  • Provides training to project staff in procurement and subcontract policies and procedures.

Other

  • Supervises and trains Strategic Activities Fund Assistants in grants, procurement and subcontract responsibilities.
  • Support the achievement of overall project goals as required to ensure project performance.

Critères d'éligibilité

  • Bachelor’s degree required.
  • At least 3 years of professional experience related to grants, procurement, and subcontract management.
  • Experience working with USAID or other international donors strongly preferred.
  • Excellent verbal and written and communication skills.
  • Demonstrated leadership, versatility, and integrity.
  • Fluency in Arabic and French required; English preferred.
