The objectives of the Urban Development and Local Government Program Project for Tunisia are:
- to strengthen local governments’ performance to deliver municipal infrastructure
- to improve access to services in targeted disadvantaged neighborhoods
Progress towards the project development objective or PDO will be measured through a set of simple and measurable indicators; most of them will be linked to disbursements. The results framework for the program has three key results areas that are closely inter-related.
Each results area is linked to Disbursement Linked Indicators, or DLIs, program actions and planned capacity support, as well as to monitoring, evaluation, and verification activities in the program. This provides a coordinated incentive for LGs to improve their capacity to plan, prepare and implement municipal infrastructure delivery with a focus on poor neighborhoods. The results framework and monitoring arrangements are provided in annex two, while the DLIs are provided in annex three.
