TERMS OF REFERENCE
Position title: Freshwater Project officer (GemWet project)
Reports to: Freshwater Program Manager,
Location: WWF-North Africa, Tunis office with regular travel to Ghar el Melh, Tunisia
Contract type: CDD
Duration 1 year, from July 2019 to June 2020 (with possibility of 2 years extension
I. Major Functions:
The Freshwater Project officer leads and manages the implementation of the activities of GemWet project “Conservation and sustainable development of Coastal wetland with high ecological value: the case of Ghar El Melh, Tunisia” funded by the MAVA Foundation and aiming at the preservation of freshwater ecosystems in Ghar el Melh , according to agreed objectives and time scale. The Freshwater Project officer builds and manages partnerships first with the project partners namely, Global Water partnership (GWP Med), Association les amis des osieaux( AAO) , Institut National Agronomique de Tunis, (INAT), Birdlife international, IUCN, PAP-RAC and Tour Du Valat. He/she also coordinates with local partners composed of civil society actors, the private sector and the government at the
relevant administrative levels, he/she Defines terms of reference, develop workplans and implements the project activities and supervises consultants. The project Officer coordinates on a daily basis with the WWF managers for project related relations with public institutions, communications, administration and office running issues.
II. Major Duties and Responsibilities:
1. Ghar el Melh project implementation:
- Supervises, leads, manages and monitors the implementation of the work plans of the Local project coordinator with the support of the Fresh water Manger and the Communication Officer, ensuring input and endorsement of these plans by WWFNA Directors,
- Leads and manages the implementation of the Ghar el Melah project, with the strong collaboration with Project Partners.
- Makes sure that the project activities contribute to WWF MedPO Conservation Strategic Plan
- With support from WWF NA Freshwater Programme Manager, develops work plans for the implementation of the project and makes sure the timeline is respected.When needed revises work plan to cope with adjustments agreed with the WWF Freshwater Programme Manager and all project partners;
- Guides the local Project coordinator in the organization of the logistic for meetings and workshops to be organized in the framework of the project in the project areas.
- Adjusts the monitoring framework for the project as detailed in the proposal and collects data for its implementation;
- Prepares progress technical report and contribute to financial reports for theproject according to the schedule agreed with the supervisor;
- Responds to media enquiries and give interviews when and if needed with support of the Communications Officer and the supervisor;
- Attendance at capacity building activities organized by WWF to improve personal and professional skills as needed;
2. Other duties
- Work closely with WWF North Africa Freshwater Manager in defining strategic directions, identifying opportunities and in scoping donors;
- Support the WWF North Africa Freshwater Manager to develop Fresh water programme in Tunisia and North Africa, scoping opportunities and relating with Tunisia actors as needed;
- Researches and identifies funding opportunities to develop the WWFNA’s freshwater programme portfolio in North Africa ;
Working Relationships
- He/she nurtures stable working relationships with project’s team and project partners, other relevant regional organizations, NGOs, local and national administrations. He cultivates a supportive and cooperative working relationship with WWF.
- The project Officer liaises regularly with the WWF management team to ensure the implementation of the WWF NA strategy
Internal:
WWF-North Africa: Interact, engage and support (when necessary) with the NA team.
External
Interact with relevant partners both at international; national and local level according to the project objectives.
Reporting and Travel
- Reports to the North Africa Freshwater Programme for all operational aspects of the project implementation and strategic developments;
- Upon agreement with his supervisors, attend WWF meetings andtraining courses as required;
- Upon agreement with his supervisors, undertake travel and missions aimed at the effective undertaking of all the above-mentioned duties;
