Faced with a challenging environment to perform sustainable development in Libya, the newly emerging civil society organizations (CSOs) which did not exist during the Gaddafi eraare called to be real change actors.TheCSO situation in Libya is promising, with several emerging and evolving organizations, though need an appropriate enabling environment allowing a participatory decision-making processes. As essential sustainable development stakeholders, Libyan CSOs do need relevant capacity building and skills development on management, participation, and performance levels.
In this context, World Wildlife Fund (WWF), office of Tunisia, along with its partner and with support from the European Union (UE), is currently implementing a Capacity Building Programwithin the frame work of the project « Enabling Libyan NGOs to Shape the Future of the New Libyan Democracy ». The project’s overall objective isto promote and strengthen a broad-based and inclusive civil society in Libya, mainly environmental NGOs that are able to represent common interests and to engage with communities and public authorities at different decision-making levels.
As activeparticipation of NGOs is fundamental to guarantee a smooth transition and a real process of democratisation in Libya, the project focuses on soft skills development for environmental NGO community through allowing good environmental governance and reinforcing an appropriate management of natural resources, hence the long-term conservation of biodiversity.

One of the main activities to achieve the above mentioned outputs is strengthening of the capacities and self-reliance of the emerging Libyan environmental NGOs, through implementing specifically 4 Tailor-Made Trainings, developing an e-learning platform, and sharingintense skills with environmental CSO actors from Tunisia and Morocco.
The intended capacity building outline will enable involved NGOs to upgrade their management and technical skills that allow a proactive participation and influence the decision-making process. Therefore, a special training course will be developed and implemented to build target NGOs’ skills on ““Environmental NGOs: Networking Approach and Monitoring Tools,”a way to educate on appropriate management and governance, situation analysis for better strategies and action plans building to bring up environmental NGOs as reforms for sustainability actors.
The main objective of this assignment is to prepare and deliver a training course related to“Networking approach and Monitoring tools”following suggested i) programme and ii) methodological note.
The training course targets 21 Libyan NGOs active in the field of environment and sustainable development. All Libyan NGOs will benefit from the online e-learning platform which will be available later on. The trainer is expected to prepare a complete set of training materials including practical examples on the training topics related to this assignment. The delivered materials will be key elements for the intended e-learning platform.

All rights of copyright concerning the materials produced by consultant will remain the property of WWF and can only be used by the expert with appropriate attribution by WWF.
Payments are based upon output, i.e. upon delivery of the services specified in the TOR. Payments will be issued upon the certification of WWFProgramme Manager. It is foreseen that the contract value will be paid upon the submission and the approval of the final training report and all other required training materials.
