« ENABLING LIBYAN NGOs TO SHAPE THE FUTURE OF THE NEW LIBYAN DEMOCRACY »

 

 

  1. BACKGROUND:

Faced with a challenging way to perform sustainable development in Libya, the newly emerging civil society organizations (CSOs), which did not exist during the Gaddafi area, are called to be real change actors. CSO situation in Libya is promising, with several organizations emerging and evolving, though yet needy for appropriate enabling environment allowing a participatory decision-making processes.  As essential sustainable development stakeholders, Libyan CSOs do need relevant capacity building and skills development on management, participation and performance levels.

In this context, World Wildlife Fund (WWF), office of Tunisia, along with its partner and with support of the European Union (UE), is currently implementing a Capacity Building Programwithin the frame work of the project « Enabling Libyan NGOs to shape the future of the New Libyan Democracy ». The project’s overall objective isto promote and strengthen a broad-based and inclusive civil society in Libya, mainly environmental NGOs that are capable to represent common interests and to engage with communities and public authorities at different decision making levels.

As active NGOs participation is fundamental to guarantee a smooth transition and a real process of democratisation in Libya, the project focuses on soft skills development for environmental NGO community allowing good environmental governance and appropriate natural resources management, hence  the long-term conservation of biodiversity.

While the main result of the project is:

  • 15 well governed, active Libyan environmental NGOs’,

The project specific objectives are/

  1. Upgrade the capacity, establish good governance and support direct actions of Libyan NGOs working in the field of environment and sustainable development,
  2. Develop a vibrant Libyan network of environmental NGOs,
  • Establish contacts and promote dialogue between Libyan State actors and NGOs working in the field of environment and sustainable development and
  1. Establish regional collaboration between Libyan, Tunisian and Moroccan NGOs working in the field of environment and sustainable development.

One of the main activities to achieve the above mentioned outputs is the strengthening of the capacities and self-reliance of the emerging Libyan environmental NGOs, through implementing specifically designed 4 Tailor-Made Trainings, a developed e-learning platform and intense skills sharing with environmental CSO actors from Tunisia and Morocco.

The intended capacity building outline will enable implicated NGOs upgraded management and technical skills that allow a proactive participation and decision making process influence. Therefore, a special training course will be developed and implemented to build target NGOs skills on ““Environmental NGOs: Roles on Waste Management”, a way to educate on appropriate management and governance, situation analysis for better strategies and action plans building to bring up environmental NGOs as reforms for sustainability actors.

  1. OBJECTIVE OF THE ASSIGNMENT:

The main objective of this assignment is to prepare and deliver a training course related to ‘Waste Management ‘following suggested i) programme and ii) methodological note.

The training course targets 21 Libyan NGOs active in the field of environment and sustainable development. All Libyan NGOs will benefit from the later available online e-learning platform. The trainer is expected to prepare complete set of training materials including practical worked examples on the training topics related to this assignment. The delivered material will be key elements for the intended e-learning platform.

  1. SCOPE OF SERVICES:

The main training topics under this assignment will include but not limited to the following:

  • National Strategy and approach of waste management:
    • Success waste management model (in the international level: African countries)
    • Libyan legislation and strategy in the field of waste management (if there are Law15 of 2003)
    • SWOT analysis of waste management situation in Libya and how NGOs can make solutions (This SWOT analyses includes NGOs capacities)
  • Field visits( public waste disposal, and waste recycling company)
  • Identify the topics of visits, and the location
  • Coordinate with public authorities in Tunisia and private representative of the sector of waste management : in order to plan the visits
  • Prepare the program of the visit in coordination with authorities
  • NGOs proposal
    • How NGOs could prepare a local waste management project.

 

The trainer tasks are:

  • To produce all pedagogic materials covering the below topics and training sessions as developed within the training course programme;
  • Implementthe training course followingdeveloped methodological note;
  • Perform participatory didactics that maximize learning and exchange ofexperiences;
  • Facilitate the training using appropriate animation techniques;
  • Consider gender equality within preparation and implementation of the training course;
  • Work closely with the project team to ensure allpreparatory materials and training proceedings/ discussions are coherent and satisfactory;
  • Apply suggested training course evaluation process;
  • Deliver all developed training material and a training report within 10 days after training implementation;
  • Prepare a manuel to be shared in the online platform for libyanngos.org, this manuel will be used as pedagogic support in the e-learning training sessions.

The training language will be Arabic.

 

  1. DUREATION OF THE ASSIGNMENT:

The duration of the assignment is foreseen to be 6 expert/days as follows:

  • Preparation: 2 expert/days
  • Implementation: 3 expert/days(three days on November 2018)
  • Reporting: 1 expert/day

The indicative starting date is 11/11/2018; this date will be confirmed once the contract between WWF and the trainer is signed.

  1. LOCATION OF THE ASSIGNMENT:

The training course will be implemented in Tunisia; the specific locations will be confirmed later.

  1. EXPERT QUALIFICATIONS AND EXPERIENCE:

The requiredskills of the trainer for this assignment are:

  • Appropriate university academic qualification in relation to the current assignment;
  • Minimum 5 years experience in the training and capacity building related field;
  • Experience in conducting trainings for civil actors shall be considered as an advantage;
  • Fluent in spoken and writtenArabic and English;
  • Solid analytical and conceptual skills and the ability to think creatively;
  • Good knowledge of local context (culture, politics, and geography).
  1. DELIVRABLES:

The expert will deliver:

  1. All training content and material developed for each session that have to:
    1. Be delivered on soft copies (Mail transfer and CD master copy)
    2. Be designed to be key elements for the e-learning platform;
    3. Draft material shall be discussed and communicated sufficiently before the training;

  2. Final completion report.

8.COPYRIGHT:

All rights of copyright concerning the material produced by consultant will remain the property of WWF and can only be used by the expert with appropriate attribution by WWF.

  1. PAYMENT TERMS:

Payments are based upon output, i.e. upon delivery of the services specified in the TOR. Payments will be issued upon certification of WWFProgramme Manager. It is foreseen that the contract value will be paid upon submission and approval of final training report and all required training materials.
