WaSH Coordinator for the supervision of Civil Works & WaSH activities in the South East and East of Libya
Technical supervision of civil works & water and sanitation (WaSH) activities in
the South of East and East of Libya. The WaSH and infrastructure activities will
be implemented along with health interventions in the framework of PUI
integrated approach. They will be implemented by PUI staff on the ground, in

close coordination with the municipalities and relevant Ministries. The Consultant is expected to provide technical support to PUI field staff, ensure the compliance with quality standards and procedures for a cost-efficient, timely and effective implementation of the works. The consultancy is expected to be conducted from Benghazi, Al-Kufra or remotely with field visits to Al-Kufra.

PUI Libya mission is looking for an engineer to provide technical support in the implementation of civil works and WaSH activities across the Eastern region with a main focus on the Southeast region. PUI strategy and ongoing projects in Libya are built on an integrated approach which combines Health, and WaSH, through direct implementation and partnerships with other international and national actors.
PUI infrastructure and WaSH activities aims at improving the provision of WaSH and health services, including but not limited to the rehabilitation of health facilities, maintenance of boreholes, maintenance of sewage / water and garbage trucks and capacity building for the local water sector. Besides, as part of its emergency response in Al-Kufra, PUI plans:
– Maintenance of above ground water tank used as reservoir by the Municipality
– Maintenance of dysfunctional water, cranes, garbage, suction and utility trucks
– Installation of electrical transformer for water pump
– Distribution of hygiene kits to vulnerable households
– Procurement and installation of trash bins
The consultant will contribute to conduct technical needs assessment and analysis, develop Bill of Quantities (BoQ) and support the Logistic Departments in the procurement procedures and selection of suppliers and contractors, to make sure all technical specifications are met. S/he will support technically the supervision of the progress of the works on the ground. S/he will be responsible of updating the BoQ in case amendments will be needed during the works implementation. S/he will be in charge of ensuring the quality of the works delivered, supervising technically the handover process and ensuring mitigation measures, operation and maintenance plans are in place for the sustainability of the interventions.
S/he will liaise and coordinate with PUI programme, to ensure good communication and ultimately a smooth implementation of the works. The Consultant will attend the WaSH weekly meeting coordinated by the Deputy Head of Mission for Programs (DHoMP) and with the presence of the WaSH Site officer(s) and Area Program manager (APM). The Consultant will have bilateral meeting and regular contact with the WaSH Site officer(s) and the Area Program Manager to support them technically.
The WASH Consultant will report to the DHoMP and will technically supervise the work of the WaSH Site officer(s).
To accomplish the objective of this consultancy, PUI is currently seeking the technical support of an engineer who will be in charge of the supervision of the quality and progress of the activities that will be implemented through contractors. The consultancy is expected to last from September 2024 to February 2025 (renewable based on the needs of the Mission). About 12 to 20 hours per month are estimated, to be planned in a suitable manner along with PUI team based on the specific needs of the Mission. The duration might be reassessed according to the needs during the partnership.
To implement quality activities, PUI is currently seeking the technical support of an engineer, specialised in the supervision of civil works and WASH activities.
The objectives are:
– Validate the needs assessment and BoQ
– Support the programme and logistics departments in the selection of the contractors/suppliers with technical inputs
– Support PUI staff on the ground in monitoring the progress of the implementation of the work, and supervise their quality
– Revise and provide inputs to the works progress periodical report prepared by PUI staff
– Support PUI staff in the ground to ensure the works are properly handed over and all required documentation signed (handover certificate, BoQ, works completion certificate)
– Support the Mission in designing / defining new WaSH and/or Civil work activities according to potential new fundings / emergency
– Conduct potential site vists in Al-Kufra
This support should include:
Regular meetings with PUI programme team to share updates on the progress of the works, and alert in case of any delays/change in the timeline of the activities
Means of support:
PUI will share with the consultant the templates that will be required to provide the deliverables (e.g BoQ, reports’ templates).
The technical support will be provided remotely to the technical team on the grounds (two engineers) and other programme staff.
The support provided will lead to the elaboration and / or revision and validation of:
– Technical needs assessment reports
– Drawings and BoQ of the works, updated/emended as needed during the works implementation – Technical inputs for the selection of contractors/suppliers
– Work sites supervision activities report
– Works completion report
Mandatory requirements:
– A degree in civil or water engineering
– At least 5 years of experience in the supervision of civil works, water and sanitation rehab activities
– Knowledge, and at least 2 years experience in humanitarian and emergency projects, preferably WASH, energy and/or rehabilitation activities
– Fluent English and Arabic (spoken and written).
Preferred (but not mandatory):
– Ability to travel to the sites of the works in Benghazi and Al-Kufra for short technical mission
– Previous experience in truck maintenance and knowledge of spare parts is an asset.
– Knowledge of waste management protocols and methods.
– Knowledge and experience of supervision of activities in Libya is an asset
