USAID’s Tunisia Accountability, Decentralization and Effective Municipalities(TADAEEM)works in 11governorates, 31 adjacent municipalities, and has four Hub offices: Gabes, Kairouan, Kef and Tozeur. TADAEEM aims to improve service delivery on the municipal level. The project seeks to recruit Service Delivery Specialists (SDS) for each Hub.

Objectives

The SDSshall engage with and support process of diagnostic and improvement of priority services in TADAEEM Regions and Municipalities.

Tasks

The SDSwill undertake a set of functions to enable the implementation of TADAEEM methodology in the regional hubs and municipalities by:

• Working closely with service experts to document areas of weakness, gaps or other shortcomings in each priority service, ensuring benchmarking against national or other appropriate service standards;
• Directly involved in the process of development of Service Improvement Plans (SIPs) that consolidate, sequence and prioritize needed interventions and maintain oversight of their implementation;
• Engaging with other actors (public, private or non-governmental) and development partners whose works overlaps with that of TADAEEM in the municipalities to ensure alignment and consolidation of efforts;
• Leveraging interventions by other partners towards the implementation of the SIPs generated through TADAEEM;
• Building a database identifying public/ private sector and development partner interventions in priority services with regards to thetypes of interventions, duration, geographic focus, and an action plan for integration;
• Coordinatingthe implementation of SIPs and monitoring progress made, with special attention paid towards identifying impactful changes and challenges, and using that information to develop follow-up action as needed;
• Developing periodic status reports.

Reporting:

The SDC shall report to the Regional Manager and shall receive technical and policy guidance from relevant Objective Leads and team members at TADAEEM Tunis. S/he shall work closely with other Coordinators functioning at the Regional Hub.

Assignment location:

The SDS shall operate out of the Regional Hubs but will allocate a significant amount of time in targetmunicipalities.
