Background

TADAEEM project is implementing USAID’s Tunisia Accountability, Decentralization and Effective Municipalities. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. TADAEEM’S team, along with a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 10 provinces, 30 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.

The TADAEEM IT Systems Specialist will provide technical support to the TADAEEM Office to maintain all TADAEEM Project equipment. In addition, the TADAEEM IT Systems Specialist will provide support to all staff member to ensure their proper use of all Project IT equipment. The IT Systems Specialist may support project components in their implementation of IT solutions with Project counterparts as requested by Component Leads.

Specific Tasks and Deliverables

The TADAEEM IT Systems Specialist will undertake the following tasks:

TADAEEM Office IT Support:

• Configure and maintain all office IT equipment including but not limited to laptops, printers, scanners, copiers, server, back-up, and wireless connections;
• Develop and implement Project Office Data Disaster Recovery Plan including conducting regularly back-ups of server;
• Support staff in the effective use of all TADAEEM Project software including installation, configuration and troubleshooting;
• Maintain compliance with TADAEEM and USAID IT policies;
• Provide consultation for all TADAEEM IT procurements;
• Maintain inventory records for all IT equipment;
• Set-up and maintain TADAEEM SharePoint and Share Drives;
• Set-up and maintain any TADAEEM on-line platforms such as website, Facebook, Twitter, etc.
• Troubleshoot hardware issues and follow-up warranty agreements; and
• Identify and consult on future IT business needs for the TADAEEM Office.

Additionally, the TADAEEM Systems Specialist may support the technical components of the Project by assisting project advisors to:

• Assesscounterpart IT systems;
• Gather functional and technical requirements of counterpart IT systems;
• Support the testing of counterpart IT systems;
• Assist in the writing of operation manuals for Project counterpart IT systems;
• Support delivery of Deliver training to Project counterparts; and
• Support the updating and improvement of Project counterpart websites.

Reporting Requirements

The TADAEEM IT Systems Support Specialist will report to the Deputy Chief of Party.
