Background

TADAEEM project is implementing USAID’s Tunisia Accountability, Decentralization and Effective Municipalities. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The Project, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 11 Governorates, 31 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.

Objectives

The Grants Officer will work with program staff to ensure an accurate, timely, efficient and transparent process for the entire grants life cycle, from proposal to close out.

Specific Tasks

  • Assist the overall Grant Program;
  • Support the project technical staff in defining Grants Program needs, activities, goals and expected results;
  • Support the technical staff in developing Grants Scope of Work (SOW) as applicable;
  • Prepare Annual Program Statements (APS), Call for Concept papers and Request for Applications (RFA);
  • Liaise with all grant applicants and other potential partners and respond to additional requests for information;
  • Organize and lead information sessions for different solicitations as applicable;
  • Organize the evaluation of the applications;
  • Prepare the necessary documentation for USAID approvals;
  • Prepare grant award packets;
  • Ensure smooth implementation, reporting and tracking of the grants;
  • Develop clear recommendations based on site visits to project sites, program results to date, project implementation challenges and grantee inputs;
  • Ensure that individual project budgets and work plans adhere to stated targets including monitoring individual grantee activity budgets, preparing quarterly accruals, tracks budget spending;
  • Review milestone reports and deliverables for active grants in support of the task manager;
  • Collaborate with grantees to provide project management support, train on USAID rules and regulations, data collection;
  • Organize and maintain all project documents and files related to grant process and individual grantee activities;
  • Support Component Leads in all reporting activities and perform all other duties assigned by the Lead and/or Deputy Chief of Party (DCOP);
  • Track the status of all grants;
  • Assist with grants close out; and
  • Any other task assigned

Reporting Requirements

The Grants Officer will report directly to the Chief of Party and/or The Deputy Chief of Party as needed.

 

Critères d'éligibilité

  • Fluency in English, French, Arabic; including ability to write professionally in these languages
  • BA/BS degree
  • 2+ years of experience with grants administration and/or compliance of US Government grants
  • Experience with ADS 303 and 2 CFR 200
  • Ability to think and problem-solve creatively
  • Strong project management and time management skills; highly organized and detail oriented
