Duration of contract: 1 year (renewable upon satisfactory performance and availability of funds)

Supervisors: International Cybercrime Expert at the UNODC Programme Office in Tunisia, under the overall guidance of the Head of Office.

Organizational Context

UNODC is a global leader in the fight against illicit drugs and international crime. Its technical assistance activities in the Middle East and North Africa (MENA) are undertaken under the broad framework of the Regional Programme on Drug Control, Crime Prevention and Criminal Justice Reform in the Arab States. The Programme contains the following Sub-Programmes: (a) Countering illicit trafficking, organized crime and terrorism; (b) Promoting integrity and building justice; (c) Drug prevention and health.

This position is located in the UNODC Regional Office for the Middle East and North Africa (ROMENA), in the Programme Office for Tunisia in Tunis. The incumbent will perform his/her functions under the direct supervision of the International Cybercrime Expert and the overall guidance of Head of Office. He/she will act as a Technical Assistant under projects pertaining to cybercrime and to criminal justice and security sector reforms in Tunisia, in order to provide substantive and administrative support to the development and implementation of projects.

Work implies frequent interaction with UNODC staff at various levels, staff of other entities of the UN system in Tunis, the Tunisian Territories and in the region, government officials, forensics authorities, representatives of donor countries, national and international institutions (IGOs, NGOs).

Purpose of the assignment

1. Summary of the key functions: The incumbent will assist in the provision of substantive and technical services related to the implementation of UNODC’s programme activities. The incumbent will carry-out the following general tasks:

  • Contribute to the implementation of UNODC technical assistance in relation to the prevention and combat against cybercrime by providing substantive, technical and logistical support; and
  • Work in close collaboration with UNODC staff both in Tunis and in ROMENA and HQ in order to coordinate activities and to ensure consistent service delivery.

Specific tasks to be performed by the National Technical Assistant:

The incumbent will fulfill the functions of National Technical Assistant, providing substantive support to the development and implementation of the project: Supporting Tunisian capacities to prevent and combat cybercrime. More specifically, the incumbent will fulfill the following tasks:

  • Provide technical assistance to national and international experts in the development of a comprehensive assessment and coordinated response plan focusing on the legal, regulatory and institutional frameworks pertaining to cybercrime;
  • Provide legislative and technical support to national counterparts in the development of relevant laws, legal and institutional frameworks, secondary legislation, rules, guidelines and implementing directives;
  • Develop and organize awareness-raising activities on the prevention and fight against cybercrime;
  • Provide assistance on the establishment of an Inter-ministerial Committee on Cybercrime;
  • Develop, organize and deliver training sessions and workshops for officers of the Interior Security Forces (ISF) on cybercrime investigations, digital forensics and best practices for handling digital evidence;
  • Provide technical assistance on the drafting of protocols on the involvement of specialized officers, the use of investigative measures and victim/witness support;
  • Provide technical assistance on the development of a statistical system for the classification and recording of cybercrime offences;
  • Develop and deliver advanced training for magistrates and court personnel on relevant parts of criminal procedure, the adjudication of cybercrime cases, relevant laws, electronic evidence and human rights safeguards;
  • Provide technical assistance for the conducting of an assessment of public understanding of cybercrime;
  • Provide assistance on the implementation of appropriate awareness-raising (campaigns and workshops) and reporting measures for the general public, children and the private sector;
  • Provide technical assistance for the establishment of communication channels between the focal points of the Inter-ministerial Committee on Cybercrime;
  • Develop and deliver information sessions to ISF officers and prosecutors on due process requirements and corporate procedures to obtain information from key global providers;
  • Assist in the procurement of material and equipment, and supervise their delivery;
  • Assist in the organization and conducting of training courses, fellowships, study tours, official meetings and other project-related activities;
  • Assist in the organization and logistical support of expert/project staff missions as required;
  • Perform other duties as required.

Competencies and Critical Success Factors

Critères d'éligibilité

  • Advanced university degree (Master’s degree or equivalent) in international relations, law, criminology, computer science, security studies or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • 5 years of progressively responsible experience are required in project/programme implementation, of which at least 2 years are directly relevant to the project.
  • Advanced knowledge of Tunisian institutions, ISF working mechanisms (National Police and National Guard), and Tunisian legislative framework is required.
  • Professional experience and working knowledge of Tunisian and/or international institutions in the areas cybercrime and/or judicial proceedings is an asset.
  • Work experience with the United Nations or similar international organisation is desirable.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages; experience in handling web-based management systems is required.
  • Fluency in French and Arabic (oral and written) is required. Knowledge : English or of another UN official language is an advantage.
