SUMMARY
The MENA Operations& Compliance Manager (OCM) is responsible all the program related logistics and operations in the MENA and ensures that organizational resources are used in the most cost-effective manner in compliance with USIP policies and procedures. The scope of work includes the management of all key internal systemsincluding administration,logistics, compliance with in country rules and regulations as well as other legal and USIP related requirements. This position will be based in USIP’s MENA Regional Hub in Tunis, Tunisia and reports to the MENA Programs Director.
MAJOR DUTIES & RESPONSIBILITIES
Procurement and vendor relation
- In coordination with USIP Headquarters (HQ) Office of Finance, establish local policies and procedures for travel and purchasing requests by program staff in the field.
- Serve as a resource for all staff by providing guidance on compliance with policies and procedures in procuring goods and services.
- In coordination with program teams, review competitions or sole source justifications to ensure budgets are fair and reasonable and reflects the expected scope of work and deliverables.
- Assist vendors with the completion of their vendor enrollment in USIP’s financial system.
- Supervise and mainstream all MENA purchase requests as per the timelines and processes established by the Grants and Contracts Administration in HQ.
Contract Management
- Work with program teams to verify that vendor’s monthly and quarterly financial reports to ensure that deliverables are being met according to the budget and schedule outlined in the contract.
- Manage contract record retention, including collecting and archiving all partner documents.
- Coordinate with Finance Manger to verify deliverables match requirements of the contract before vendor payments are authorized.
Budgeting & Finance
- Working closely with USIP program, Finance teams, and partners in planning and budgeting for day to day operations across the MENA
- Compiles and scans daily receipts and expenses; properly records and sends to Finance Team.
- Ensure proper internal controls are always observed.
Inventory & Assets Management
- In charge of theinventory management for all MENA programs facilities and assetsincluding performance analysis of USIP’s inventory, ensuring the effective use of assets and purchasing the right equipment.
- Ensure inventory is properly maintained and updated by Admin Team.
Personnel Management
- Manage Personnel matters, such as timesheets, leave, salary, and benefits etc.
- Plan and review compensation records and enforce related policies and procedures.
- In coordination with the relevant counterparts in HQ, ensure that all MENA staff received the appropriate training and coaching related to administrative policies and procedures
- Develop and maintain respectful and strong working relationships with all staff and partners.
Operations and Logistics
- Monitor the operations budgets to ensure compliance and efficient resource allocation.
- Responsible for all aspects of vehicle rental and management.
- Analyze process workflow, employee and space requirements and equipment layout; implement changes.
- Serve as primary liaison with office operation vendors and partners.
- Streamline office processes to increase operational efficiency and productivity.
- Oversee office administration staff.
Safety and Security
- Maintain safe and secure work environment by establishing, following and enforcing safety and security standards and procedures; in coordination with the Overseas Safety and Security team in DC.
Reporting and strategic input
- Compile and draft operations information and recommendations and feed the proposal writing as well annual and strategic planning processes as needed.
- Preparereports, presentations, and documents about operations and related aspects as requested.
Performs other duties as assigned
