II. Organizational Context :

UNODC is a global leader in the fight against illicit drugs and international crime. Its technical assistance activities in the Middle East and North Africa (MENA) are undertaken under the broader framework of the Regional Programme on Drug Control, Crime Prevention and Criminal Justice Reform in the Arab States. The Programme contains the following SubProgrammes:
(a) Countering illicit trafficking, organized crime and terrorism;

(b) Promoting integrity and building justice;
(c) Drug prevention and health.

A high number of activities with numerous direct technical assistance initiatives with countries, as well as national and regional/sub-regional workshops, characterize the Regional Programme and field offices in the Region. The Office in Tunisia currently comprises projects in support to the national authorities and institutions involved the reform of the sectors of security and justice. The activities delivered by the Office include the provision of expert advice to align national legal, regulatory and institutional frameworks to international standards and norms and internationally accepted best practices, but also capacity-building in the form of training at different levels, as well as the organization of high-level events in various fields. The Office implements its projects in partnership with ministries, independent institutions, the international community and civil society.
The incumbent will perform his/her functions under the direct supervision of the Head of the Project Office in Tunis. The incumbent will also work closely with the Programme Coordination and Analysis Unit (PCAU) at the ROMENA office in Cairo. The PCAU works under the supervision of and reports to the UNODC Regional Representative for the Middle East and North Africa.

III. Purpose of the assignment:

The incumbent will fulfil the functions of National Liaison Officer across all UNODC projects implemented in Tunisia pertaining to crime prevention and criminal justice, as well as for other projects as required, and will assist in the provision of technical services related to project implementation in the region. More specifically, the incumbent will fulfil the following tasks:

  • maintain and support the development of a network of contacts, ensuring substantive engagement with institutions and structures to facilitate the implementation of UNODC’s projects in Tunisia;
  • advise and support Project Coordinators on engagement with national authorities in Tunisia;
  • contribute to the design, planning, implementation and management of the UNODC portfolio of projects in Tunisia and promote the organization’s capacity as a reliable partner with national counterparts;
  • contribute to the delivery of technical assistance pertaining to capacity building at the national and regional levels in accordance with overall strategy and priorities, including in collaboration with the national counterparts;
  • participate in needs assessment missions and in substantive discussions with the national authorities, and contribute to the drafting of mission reports as requested;
  • prepare background papers, correspondence with governmental institutions, working papers, mission reports, presentations, policy proposals and ad hoc reports pertaining to law enforcement and justice capacity-building;
  • perform other duties as required.

  • Professionalism: Has knowledge of policies and practices in crime prevention and criminal justice matters as well as in the mandates of the United Nations Office on Drugs and Crime. Has very good research and analytical skills. Is able to identify issues, analyse and participate in the resolution of issues/problems.   • An advanced university degree (Master’s degree or equivalent) in international relations, law, security studies, criminology or a related field. Alternatively, an equivalent diploma from a recognized national police, customs or other staff training institution, with specialization in criminal investigation and/or criminal justice will be accepted. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree or the diploma from a recognised national staff training college
  • A minimum of ten years of progressively responsible experience in technical assistance delivery and/or law enforcement at the national and/or international level is required
  • Experience in international technical cooperation, project management and implementation is required.
  • Work experience with the United Nations or international organization is desirable
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.);
  • Experience in handling web-based management systems.
  • Knowledge of the Umoja system will be an asset.
  • Fluency in Arabic and French with excellent drafting skills is essential.
  • Fluency in English is desirable.
