Background information

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every birth is safe, and every young person’s potential is fulfilled.

Since 1974, the UNFPA country office in Tunisia has been working on advancing and advocating for reproductive health and rights, gender, and population and development. A new cycle of cooperation between UNFPA and the Government of Tunisia started in 2015 until 2019.

  This new programme will concentrate on :

  •  Sexual and Reproductive Health
  •  Gender Equality and Reproductive Rights
  • Population Dynamics

UNFPA Tunisia CO is recruiting a Programme analyst on Gender, Gender Based Violence (GGBV) and Reproductive Rights (RR) to strengthen the capacity of the country office in the implementation of this ninth country programme, 2015‐2019 and particularly with the EU/UNFPA funded project about the elimination of all forms of discrimination and gender based violence.

Job Description

Under the leadership of UNFPA Assistant Representative, the Gender Programme analyst facilitates and coordinates the implementation of the EU project and of the UNFPA Country Programme on Gender Equality and Reproductive Rights.

Gender programming at country level is multi‐sectoral, involving multiple organizations and actors from NGO and government implementing partners, UN agencies, and other national and international organizations to engage in comprehensive prevention and response initiatives.   The programme analyst’s duties include liaison and coordination with other organizations (coalition building), strategic planning, monitoring both program and financial issues.   The Gender Programme Analyst will lead a team of 3 people.

Major duties and responsibilities

  •  In collaboration with Government counterparts, NGOs and other partners, the gender programme analyst oversees the formulation and design of the country programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures. Oversees achievement of programme results and the financial delivery by ensuring appropriate policies and procedures are applied, and appropriate monitoring and oversight mechanisms and systems are established and implemented.
  •  Reviews the political, social and economic environment relevant to reproductive health and gender, and pursues opportunities for UNFPA assistance and intervention. Assesses implications of new policy developments and strategies on programme execution and ensures appropriate implementation.
  •  Ensures the implementation of the project on the elimination of all forms of discrimination and gender based violence in collaboration with partners and leads the team of the project.   Oversees project implementation (activities and budget), establishing collaborative partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs, and addressing training needs of project personnel.
  • Ensures the creation and documentation of knowledge about current and emerging RH and gender issues through the analysis of programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and uses this knowledge for information sharing and planning future strategies.
  • Participates in advocacy and resource mobilization efforts of Country Office by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, and participating in public information events.

Critères d'éligibilité

  • Post‐graduate degree/Master 2 in international relations, political sciences or related field.
  • Awareness and demonstrable knowledge of gender issues and their relevance at country level.
  • 5 years of increasingly responsible professional experience in the field of international cooperation and development.  
  • Familiarity with UN procedures and working methods, particularly with UNFPA’s agenda, policies and procedures, is highly desirable.
  • Fluency in French and English is required. Arabic is highly desirable.
