Background 

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all, support the implementation of the Sustainable Development Goals as well as facilitate the implementation of the World New Urban Agenda.

The United Nations Human Settlements Programme (UN-Habitat) is the UN organization mandated to promote environmentally and socially sustainable human settlements and adequate housing for all. The Sustainable Development Goal 11 aims to “make cities safe, resilient and sustainable” and the New Urban Agenda, the outcome of the Third UN Conference on Human Settlements, Habitat III (Oct 2016) seeks to maximize the potential of urbanization as a force for sustainable development. UN-Habitat is thus concerned with the sustainable development of cities and urban communities and provides support in urban policy and spatial planning at different levels (national, regional and local), reconstruction and housing, rehabilitation of infrastructure, and the promotion of equitable land rights and tenure security.

UN Habitat sub-regional office for the Maghreb promotes and implements policies, programs and operational projects in four countries of the region; Algeria, Libya, Morocco and Tunisia..It is managed by internationally and locally employed staff led by the Head of the Sub regional Office for the Maghreb.
The successful candidate will be working under the direct supervision of the Head of the Sub regional Office for the Maghreb. (S) he will be a member of the Operations Team reporting to the PMO responsible for the countries of the Maghreb.

The Administrative Associate position is based in Tunis (Tunisia). Within delegated authority, (s)he will be responsible for the following duties:

Tasks and Responsibilities

  • Assist in project administration and maintain up-to-date and accurate financial records of all disbursements and receipts related to the projects, and use these records as the basis for preparing quarterly and annual financial reports for submission to Donor, Government etc;
  • Monitor budget implementation/expenditures and recommend reallocation of funds as necessary;
  • Participate in preparing the programme budget, budget revisions and financial transactions in UMOJA;
  • Prepare periodically commitments and disbursement reports;
  • Assist managers in the elaboration of resource requirements/ cost estimates and budget proposals for budget submissions;
  • Review on a monthly basis the SCA’s reports from UNON in relation to UNDP payments for accuracy in relation to the amount and the financial transaction number;
  • Check the accuracy and process the payments including those related to UNDP bills and keep records in this regard;
  • Create the new projects and sub-projects in UMOJA;
  • Monitor the Petty cash usage according to the applied rules and regulations and ensure that the expenditure reports are accurate and submitted in a timely manner for replenishment;
  • As required, prepare funds authorization requests FAF to UNDP, as appropriate;
  • Co-ordinate with other finance and budget staff on related issues during preparation of budget and financial reports;
  • Prepare requisitions for goods and services ensuring that correct objects of expenditure have been charged, and (b) availability of funds;
  • Maintain electronic and paper filing of relevant administrative and financial information;
  • Supervise logistics matters such as programme assets, office building maintenance, stationary and supplies, transport services, including schedule for use of vehicles, reviews report on use of petrol, mileage, driver overtime records, and maintenance services;
  • Provide operational support in running all ongoing project activities of the office including organisation and coordination of training events, meetings, conference…;
  • Facilitate the preparation and creation of travel requests of staff, consultants, and participants at activities organised by the Office, including submission and follow-up with the PMO for approval.

Critères d'éligibilité

  • Education: Bsc in Finance, Accounting, Management, Computer sciences or in any related field.
  • Experience: At least 4 years experience in finance, budget, accounting, administrative services or related areas.
  • Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, good knowledge of both English and French are required. Arabic is a strong asset.
  • Other Skills: Good computer skills and proficiency in designing Data Base and programming plus word processing, spreadsheet. Knowledge of the United Nations rules and regulations.
  • Experience in (UMOJA) is an asset.
