The UN agency for Migration – IOM Tunisia is looking for a National Project Officer (MH) according to the terms of reference stipulated below.

Organizational Context and Scope:
The International Organization for Migration (IOM) is an intergovernmental organization, created in 1951, which occupies the leading position in migration. In the MENA region, particularly in Tunisia, IOM implements programs of assistance to vulnerable migrants, strengthening the link between migration and development and assistance to marginalized youth with a view to preventing irregular migration.
In the frame of the Migrants Protection portfolio, IOM is implementing with the support of the Ministry of Foreign Affairs of Finland, the phase 2 of a regional project to support governments in managing migration focusing on promoting health and wellness among transit migrants in Egypt, Libya, Morocco, Tunisia and Yemen – hereinafter the Health Project (phase 2)– . Specifically, in each of the target countries, IOM will implement a range of activities to help migrants with health needs, namely;
- humanitarian and medical assistance to be provided directly or through partners to vulnerable migrants;
- support to national authorities to better manage the health needs of migrants;
- capacity building of government health structures and non-governmental health organizations to improve the provision of migrant-friendly health care services;
- support to shelters housing vulnerable migrants, including victims of trafficking, pregnant women, and single mothers;
- support the government and civil society to help the most vulnerable people (victims of trafficking, migrant women, single mothers, unaccompanied migrant children).
Under the overall supervision of the Chief of Mission (CoM), direct supervision of the CT/Migrant Protection Project Manager and in close collaboration with program managers of relevant operational units within IOM Tunisia, and MHD in Cairo and Geneva/Headquarters, the National Project Officer will assist in The promotion, coordination, oversight, development and implementation of IOM migration & health activities in Tunisia, in programme areas of MHD: Health Promotion and Health Assistance for vulnerable migrants.
Core Functions / Responsibilities:
The successful candidate will be responsible for:
- Coordinate and contribute to the effective implementation of the Health project’s activities in Tunisia in collaboration with relevant national and international counterparts in the country;
- Ensure that the implementation of project activities are in line with agreed project documents, timelines, indicators, results and other project requirements with support of the CT/Migrant Protection Project Manager and the regional Project Manager in Morocco;
- Participate in new project development in the area of health and migration, incorporating lessons learned, newly developed policies and good practices and in the establishment of appropriate execution and monitoring mechanisms and systems;
- Provide technical assistance and training on concepts and good practices related to the health and migration for government officials and NGO partners;
- Provide training to government officials, NGO partners and IOM staff in various technical areas of health and migration. This will include organizing, delivering and evaluating training events at national and regional levels;
- Provide technical inputs for guidelines, training tools and curriculums and presentations in the area of health and migration;
- Suggest ways to integrate health within other IOM programmes where relevant, such as protection of migrants and counter-trafficking programmes, emergency preparedness, Assisted Voluntary Return and Reintegration (AVRR) and resettlement programmes;
- Works effectively with Ministry of Health at central level, relevant UN agencies, NGO and government focal points for Health issues, HIV/AIDS, sexual and reproductive health and WASH (Water, Sanitation & Hygiene), in order to secure the inclusion of migration & health as a specific concern at all relevant levels;
- In coordination with the supervisor, participate in relevant clusters and working groups related to health, HIV/AIDS and WASH.
- Support collection, consolidation, analysis and publication of all relevant data on health issues gathered through IOM projects’ activities in collaboration with partners;
- Contribute and/or provide periodic reports and technical updates on all migration & health activities, achievements, constraints, as well as strategic needs for IOM Tunisia;
- Document/disseminate effective practice materials in close collaboration with the IOM Tunisia Mission, Regional Migration Health Unit and MHD Geneva as appropriate;
- Coordinate the implementation and monitoring mechanisms related to the medical assistance provided by IOM and reference / orientation of vulnerable cases in the Project, both in the Greater Tunis and in the southern region of Tunisia, in synergy with all relevant national partners and civil society;
- Provide support to the implementation of IOM Tunisia activities linked to health, including research, education and training on health and migration;
- Attend conferences and seminars on health and migration;
- Produce written articles/reports and outputs for IOM, external partners and stakeholders, as required;
- Attend meetings of the Thematic Group on Social Protection of the UNDAF Health component, and act as focal point for monitoring the JUNTA
- Ensure discretion and confidentilaty regarding the personal data of all project’s beneficiaries,in line with IOM Data Protection Principles.
