Reports to: Head of Programming

Supervisory Responsibilities: Project Officer.

 

Background/Job Summary:

The Project Manager (PM) position serves as the main contact person between the Head of Programming (HoP) and local and international partners/field officers. The PM will work as part of a project team led by the Head of Programs, will be responsible for the project management and maintaining relationships with the other program staff.

 

Physical Requirements/Working Environment:

He/she will be based in Tunis and he/she will have to travel to regions within Tunisia.

Job Responsibility:

  1. He/she will coordinate project planning management and monitoring in coordination with TAMSS project team;
  2. Manage the relevant project budget and provide monthly budget comparison report analysis on project expenditures throughout the project’s life;
  3. Contribute to project liquidation in coordination with finance department;
  4. Review and approve liquidation reports;
  5. Facilitate, organize and support project activities including research, capacity building, awareness raising, training and regular partner/project monitoring;
  6. Establish and maintain excellent collaborative working relationships with local partners,  provide them technical assistance as needed and find solutions and methodologies to overcome the project’s challenges;
  7. Mediate as necessary among local actors during the project’s life;
  8. Report project’s concerns/questions/requests/challenges in a responsive and timely manner;
  9. Monitor activities, and financial expenses;
  10. Deliver Narrative and financial reports to the Head of Programs within deadlines;
  11. Coordinate with country-based staff on local-level activities in support of the project, including seminars, trainings and conferences;
  12. Advise management about issues affecting project implementation, or key local issues affecting future project developments;
  13. Participate in project design and proposal writing for new projects including budgeting
  14. Seek, establish and maintain external relationships that will be beneficial to the project;
  15. Work and Support other Project Managers and officers as needed;
  16. Directly supervise relevant Project Officers;
  17. Build the capacity of project officer to support and work with local partners;
  18. Work with project officer to develop performance objectives plans
  19. Collaborate with other division managers to ensure sound communication with partners and that project activities are implemented in all its cycles
  20. Participate in appropriate meetings with other implementing NGOs/ Government agencies and institutions;
  21. Maintain project documentation from the field and from local partners;
  22. Follow-up and strengthen the project Monitoring and Evaluation plan
  23. Take part in regular team, program and staff meetings;
  24. Actively participate in the design and implementation of  TAMSS projects;
  25. Participate in information sharing and transferring skills and knowledge to other TAMSS staff.

  2. Demonstrated strength in partner relationships; diplomatic and able to manage conflicts in order to reach a consensus;
  3. Demonstrated ability to transfer knowledge and skills formally and informally to diverse audiences;
  4. Able to prioritize work, multi-task, and meet deadlines.

Critères d'éligibilité

  • Work with programs of social and economic development;
  • Minimum three years of relevant work experience with women’s human rights, gender equality issues, women’s empowerment, women’s political activism and/or organizational development and gender based violence.
  • Excellent writing and communication skills in both English and French;
  • Strong cross-cultural skills and experience working with people from different ethnic/cultural backgrounds;
  • Demonstrated capacities to establish and maintain strong, collaborative working relationships with donors, government officials, local organizations, communities and other stakeholders;
  • Proven ability to multi-task and meet deadlines;
  • Proven ability to develop proposals and write reports meeting donor requirements;
  • Must be able to work independently and represent TAMSS;
  • Proficiency in computer applications (MS Word, Excel);
  • Driving license and a car are desirable.
