Job Brief
USIP is seeking an IT specialist with a background in Learning Management Systems, Moodle in particular. The Tunisia Moodle Specialist position is based in Tunis and supports the implementation and management of USIP’s security sector training reform project. The Moodle specialist will work with USIP to support the Tunisian government in Moodle installation, configuration, and competencies transfer. This position reports to the Tunisia SSR Project Officer (PO) and works closely with the Tunisia Country Manager. This is a host-country national Scope of Work position that requires expertise in information technology and Moodle Learning Systems.

Scope of Work
Moodle Specialist will support the USIP Tunisia team in the following tasks:
Pre-Moodle Installation (15 working days over 3 months)
- Provide guidance to USIP during the proposal review and selection process for an international Moodle provider (who will be in charge of the software installation, configuration, and training).
- Provide guidance to USIP during the validation processes of the physical architecture and technical specifications of the hardware for the installation of Moodle Learning System.
- Advise on Moodle integration plans and monitor their implementation.
- Research existing Moodle plug-ins based on a preidentified list of partner’s needs.
During Moodle Integration Process (intensive working period of 6-9 months)
- Coordinate with Moodle provider as they develop customized Moodle plug-ins.
- Verify whether Moodle Learning System and the newly developed and customized plug-ins comply with international security norms.
- Ensure that the customized plug-ins are tested, valid, not subject to copyrights, and compatible with other agreed-on systems.
- Contribute to internal and external communication documents on the technical aspects of Moodle integration process.
- Monitor the quality of the LMS installation, configuration, and training processes and respective expenditure.
- Ensure that the final Moodle platform complies with the agreed-on specifications and functionalities before installation in the final production environment.
- Oversee the rollout of pilot projects, monitor their implementation, and identify areas for improvement.
- Contribute to the development and oversight of knowledge transfer activities and coordination meetings with Moodle provider and partner during installation, configuration, and integration.
- Review and verify documentation, training materials, usage manuals, and test reports shared by Moodle provider.
- Contribute to the facilitation of knowledge transfer activities and meetings and take notes as needed.
- Develop and/or review reports about the implementation of knowledge transfer activities.
Post Moodle Installation (Five days over 1 month)
- Oversee preventive and corrective maintenance sessions of the system in collaboration with Moodle provider.
Consistent Program Support
- Review Moodle provider invoices for accuracy and alignment with level of effort.
- Ensure that databases and program documents are updated as necessary and in a timely manner to enhance the knowledge management of USIP’s programs.
Qualifications:
- Master’s degree preferred in Information Technology or related fields.
- Three (3) or more years of demonstrated experience in Learning Management Systems installation, configuration, plug-in development, training, and maintenance. Experience with Moodle is ideal.
- Knowledge of IT hardware and equipment for the installation and optimal usage of Learning Management System.
- Knowledge of international IT security norms.
- Familiarity with Moodle Learning System updated versions, functionalities, and plug-ins (strongly preferred).
- Familiarity with access rights and training needs of various Moodle user categories.
- Fluency in Arabic and French speaking, writing, and reading is required. Fluency in English preferred.
- Strong time management skills with the ability to prioritize work and meet deadlines.
- Able to research existing Moodle plug-ins and recent updates.
- Strong collaboration skills and coordination skills, balancing needs and priorities of multiple stakeholders.
- Strong skills in Microsoft Office, particularly MS Word, MS Outlook, and MS Excel is required.
