Contract: FTC 1 year (renewable)

Working hours: Full time, 40 hours a week

Salary: 20796 TND (net salary per year)

Location: Tunis, Tunisia

Travel: This position may require occasional international travel, some weekend and evening work

Established in 1987, ARTICLE 19 works for a world where all people everywhere can freely express themselves and actively engage in public life without fear of discrimination. Our mission is to promote and defend the universal human rights of freedom of expression and information around the world, through international advocacy, legal analysis, and regional and national projects.

In the previous five years, one of the key achievements of ARTICLE 19 has been expanding and strengthening our international reach by consolidating our presence outside the UK, recruiting national or regional staff, and establishing strong and operationally autonomous national or regional offices. Being based in the countries and regions on which we work, we believe we have a better understanding of regional and national realities and local needs and thus have greater impact on freedom of expression developments. We are able to respond more swiftly to opportunities or crises. We are closer to our partners, and thus more capable to respond to their demands and strengthen interactions and capacities. ARTICLE 19 regional/national offices are able to rely on ARTICLE 19’s international work, legal and policy expertise, and its reputation for delivery and impact, and bring all of these qualities and characteristics to national debates for a stronger protection of the right to access to information and freedom of expression.

ROLE SUMMARY

Under the supervision of the Transparency Program Coordinator for the Middle East and North Africa (MENA) region, the Transparency Program Assistant is responsible for the administrative, logistical and financial support of the activities of the ARTICLE 19 Transparency Programs in the region. He/She contributes to the realization of the activities of the programs, such as the preparation and facilitation of the organization of meetings, seminars and training workshops, and the preparation of narrative and financial reports.

He/She contributes to research and analysis activities related to the implementation of Transparency Programs activities in the MENA region. He/She will also help to maintain good coordination with MENA team members based in Tunisia, at the international office or in other countries in the MENA region.

KEY RESPONSIBILITIES

  • Ensure the necessary coordination and manage the implementation of the activities of the Transparency Program in order to materialize the deliverables and results of the projects of this program;
  • Assist the Transparency Program Coordinator in the MENA region in the organization of workshops and seminars in the countries targeted by the Transparency Program, by participating in the identification and invitation of participants, the preparation and coordination of the logistics in coordination with the Office Assistant, writing reports and monitoring and evaluating workshops and seminars;
  • Assist the Transparency Program Coordinator for the MENA region in the appropriate monitoring and documentation of the results of the Transparency Program, projects and activities;
  • Contribute to the development of new funding proposals with members of the MENA team and the fundraising team;
  • Coordinate with consultants to ensure quality deliverables in accordance with respective ToRs;
  • Participate in producing narrative and financial reports relating to the Transparency program for the international office or for donors;
  • Participate in the development and consolidation of the ARTICLE 19 MENA network of contacts;
  • Contribute to the drafting of reports and other ARTICLE 19 documents as well as to the MENA region website;
  • Perform any other duties appropriate to the function that may be reasonably required.

Critères d'éligibilité

  • Educated to degree standard in in management, law, humanities, finance, economics or any other relevant field;
  • Knowledge of standards and norms in human rights in general, and in the right of access to information, in particular;
  • Knowledge and analytical capacity of the political and human rights situation and context in Tunisia and in the MENA region, as well as of the work of NGOs.
  • Have at least three (3) years of relevant experience in the field of project management and programme assistance. Experience with international NGOs is an asset;
  • Mastery of common office software applications (Word, Power Point, Outlook Excel) and communication;
  • Team working experience, in particular in an environment promoting human rights.
  • Ability to implement projects until the achievement of objectives;
  • Ability to work under pressure, to multitask and to manage time effectively;
  • Skills for establishing, managing and monitoring project budgets;
  • Sense of initiative and capacity for independent work, with a minimum of supervision and (autonomous) assistance;
  • Good interpersonal and intercultural skills;
  • Be dynamic and proactive, communication and conflict management skills;
  • Aptitude for analytical and strategic thinking;
  • Have valuation of diversity and teamwork skills;
  • Good oral and editorial communication skills;
  • Have a verbal and relational ease;
  • Excellent command of Arabic and French and professional level of English.
  • This position is based in Tunis- candidate must already have the right to work in Tunisia;
  • Have the will and the ability to travel;
  • Commit to support and work within the mission, vision and objectives of ARTICLE 19;
  • Cultural sensitivity, capacity for political neutrality and commitment to human rights and equal opportunities;
  • Willingness and availability to work outside normal office hours (evenings and weekends) as required.
