1. Objective of the consultancy  

The purpose of this consultancy is to assist the ministry of finance (MoF) in increasing  the confidence and ability of its senior and middle management staff members in public  speaking both in impromptu and planned fashions.  

2. Target participant  

The training will target 40 senior and middle management staff of the ministry of  finance, including directors, chiefs, and specialists.  

3. Expected results  

• Design and develop a 2.5-day training program for the MoF staff with relevant  modules including: 

o Key issues to consider when preparing to speak in public. 

o Tips for public speaking and crisis communication management. o Delivering a dynamic and effective presentation 

o Crisis communication strategies and techniques 

• Deliver training to the staff of the MoF 
• Provide participants with the necessary knowledge and skills necessary for  effective engagement in a multicultural environment and in time of crisis through  public speaking 
• Provide necessary training materials 
• Provide group feedback to participants on ways to improve crisis communication  techniques and public speaking. 
• Evaluate and submit both pre-training and post-training reports latest two weeks  after the completion of the training program. 

4. Desired outcome  

By the end of the training, it is expected that the MoF participants will be able to  effectively relay information clearly and concisely through the appropriate public  speaking writing and presentation technics to their target audience, especially during  crisis. 

5. Deliverables and timeline  

The following shows an indicative timeframe of anticipated tasks that need to be  professionally done. 

6. Qualifications & experience 

• Advanced university degree in communication studies, media studies, social  science, or relevant field of study. 
• At least 5 years’ experience of handling similar assignments.
•  Excellent public speaking and presentation 
• Excellent communication (written and spoken) and interpersonal skills.

7. Requirements

• Details of the training methodological and technical approach.
•  Work profile and a list of similar assignments and contact details of previous  clients. 
• Financial proposal with the expected remuneration. 
• Work plan and timelines.
