Position: Training Manager

EFE Background
The Education for Employment Foundation (EFE) believes that when young people have jobs and the hope of building a future, they help lay the foundation for prosperous and secure societies. EFE has a network of local nonprofits operating across the Middle East and North Africa (US, Europe, Morocco, Egypt, Jordan, Palestine, Saudi Arabia Tunisia, United Arab Emirates and Yemen).
EFE’s mission is to provide economic opportunities for youth, enabling them to transform their lives through productive, independent livelihoods. Two elements distinguish EFE: 1) We are a network of locally-run non-profits led by a national board of directors (mainly from the private sector) and staff, and 2) We complete the circle beyond training to place graduates in jobs or connect them to entrepreneurship support, and then to provide ongoing learning and civic engagement opportunities.
Since 2012, EFE Tunisia has succeeded in training more than 23,000 youth beneficiaries in its different programs, 60% of whom are women. More than 5000 youth beneficiaries were trained and placed in jobs (placement rate more than 85%) and more than 1700 youth beneficiaries received entrepreneurship training and coaching.
Reporting directly to the EFE-Tunisie CEO, the Training Manager will also work closely with the European and U.S. teams’ affiliates.
About the Role:
The Training Manager will be responsible for the development and implementation of training programs and processes with an alignment with EFE-Tunisie projects’ objectives and its strategy. He/she will be responsible for ensuring the delivery and quality of training projects, including training modules, training delivery and assessments.
Supervisory responsibilities:
He/she will supervise the Senior training officer.
Duties & Responsibilities
1°) Coordination and implementation of training programs within EFE-Tunisie projects :
- Coordinate training activities amongst EFE-Tunisie projects’ portfolio,
- Determine training needs and requirements for each project depending on the programs to be delivered (Pathways to jobs, Job Training and Placement, Entrepreneurship),
- Develop training activities workplan, schedules training sessions, and lead the coordination with trainers to deliver training,
- Supervise the implementation and monitor training programs for different EFE-Tunisie projects such as logistical arrangements for the training venue, provision of training tools and modules, coordination with trainers’ travel and logistical needs, organize information technology and other equipment, and manage course enrolment,
- Ensure training programs are aligned with projects’ KPIs and overall objectives,
- Follow-up on the progress of training activities, their effectiveness and impact and will collaborate with the Project Coordinator and MEL Manager to prepare activity reports to donors.
2°) Curricula review and development & Digital learning
- Lead and supervise the development, implementation and delivery of trainings according to the affiliate strategy and programs
- Review existing training materials produced by EFE-Tunisie and lead the modification, adaptation or development of course materials and training manuals to meet specific training needs,
- Lead instructional design of market demand-driven curriculum using a pedagogical approach that emphasizes participation and critical thinking and use the Competences & Skills, Qualifications and Occupations framework and approach.
- Lead the digitization of training content and development of digital learning modules.
3°) Training of trainers (ToTs) and management of EFE-Tunisie trainers’ network
- Supervise the implementation of Training of Trainers’ workshops
- Be responsible of the oversight and management of network of trainers for different training programs
- Track and maintain a data base all trainees by gender/age/location/topic on the EFE Sales Force system for reporting and M&E requirements
4°) Budget design and management & sustainability of programs
- Contribute in the design and management of training activities’ budget.
- Manage costs for all training programs implementation, will ensure cost effectiveness and will follow-up on training budget consumption in respect to EFE Tunisie procedures.
- Ensure the sustainability of programs and operations
5°) Training quality insurance
- Follow-up on quality and impact of training programs on youth beneficiaries in collaboration with MEL Manager,
- Monitor performance and quality of training delivery by trainers in collaboration with program coordinators and MEL Manager through training and trainer review surveys.
6°) Other activities
- Contribute in the design of project proposals : design of training activities and budget and support fundraising efforts lead by EFE-Tunisie/EFE-Global
Requirements and qualifications
- At least 5- 7 years of experience in training with NGOs, universities or in the private sector
- A bachelor’s or master’s degree in a relevant field such as Human Resources, Education, Business Administration, or a related discipline.
- Significant experience in training and development, with a proven track record of managing training programs and Proven capacity to design and develop curricula and training materials.
- Knowledge of e-learning and using learning management system platforms.
- The ability to align training initiatives with overall organizational goals and strategies.
- Competence in managing budgets related to training programs and ensuring cost-effectiveness.
- Leadership experience, especially in managing teams.
- Strong verbal and written communication skills and excellent interpersonal skills for building relationships with trainers, team members, donors, and external partners. Mobility and availability to work outside the office as needed
- Professional proficiency and ability to represent EFE-Tunisie with partners
- Effective organizational and multitasking abilities to manage various training programs simultaneously, coordinate logistics, and ensure smooth operations.
- Aptitude for identifying challenges and developing effective solutions to ensure successful training outcomes.
- Excellent interpersonal skills, excellent communication skills (verbal and written), resourcefulness, flexibility.
- Professional proficiency in French and English languages required; Arabic proficiency strongly preferred.
