Title: Tourism Human Capital Development Specialist  

 

Length of Assignment: Long-Term

 

Reports to: Enabling Environment Team Lead

 

  • BACKGROUND

 

The USAID-funded Visit Tunisia Activity is a 5-year project designed to enhance Tunisia’s tourism potential, with the goal of generating revenue and jobs, particularly for women and youth, and for populations in underserved regions of the country. The overall vision behind USAID’s investment in Tunisia’s tourism sector is to capitalize on Tunisia’s natural, cultural, heritage and historical sites to develop a more diversified and high-quality tourism sector that contributes to broad-based economic growth. Through this activity, USAID seeks to contribute to Tunisia’s growth and development to offset the negative economic impact of the coronavirus crisis. The project will seek to achieve the following four objectives:

 

  • Objective 1: Enhance Tunisia’s competitiveness as a tourism destination;
  • Objective 2: Increase tourism-related investments and revenue;
  • Objective 3: Improve the enabling environment for sustained growth in the tourism sector; 
  • Objective 4: Private sector engagement to expand the offer and quality of alternative tourism.

 

This project will collaborate with the relevant ministries, private sector, and donors to advance the objectives while contributing to the following high-level results: 

  1. Increase in the number of tourists. 
  2. Increase in the number of jobs in the tourism sector. 
  3. Increase in tourism revenue. 
  4. Increase in private sector-led investment and innovation in the tourism sector. 

  • POSITION DESCRIPTION

 

The Tourism Human Capital Development Specialist will support project activities to develop tourism human capital through formal and industry-based trainings, with an emphasis on youth and women, as well as strategic capacity development to public and private sector higher-education institutions through curriculum reform and international certifications. The specialist will be responsible for improving hospitality services, standards, and quality products by enhancing national quality standards, and implementation of classification systems and quality criteria leading to a safe, distinguished, and superior service experience.

  • DETAILED RESPONSIBILITIES 

 

  • Support human resource development, education and training policy and practices of the public and private sectors;
  • Support job creation in selected tourism sectors through tourism human capital development industry led committees;
  • Modernize tourism and hospitality education by: a) reform of tourism programs at universities & community colleges; b) building capacity in teaching, assessment and technical skills of college educators; and c) development and implementation of industry-based training and certification program;
  • Strengthen tourism & hospitality vocational training: a) upgrade and develop existing vocational training (VT) centers; b) develop vocational training certificate programs in tourism and hospitality skills; 
  • Develop tourism workforce through industry-based training: a) develop, expand, and implement a work-based training and certification scheme to improve quality of workforce at major resorts and hotels; b) improve professionalism of tour guides
  • Introduce quality labels, classification systems, environmental management plans and best practices, including energy conservation, as well as sustainable business practices; 
  • Enhance tourism sector through the establishment of industry quality standards, certifications, and accreditations across local tourism operators through training and capacity building;
  • Develop and manage capacity building activities that ensure industry-wide standard operating procedures (SOPs), guidebooks, code of ethics for the national government, tourism associations, operators, and businesses; 
  • Support the Ministry of Tourism and Handicrafts in establishing and managing a quality assurance unit.

  • QUALIFICATIONS

 

  • Bachelor degree in business management, tourism management, hospitality management or equivalent is required; 
  • Master degree in business management or human capital management is desirable; 
  • Minimum of 10 years of experience in management development, human capital development, is required;
  • Experience of working at operations level in the tourism and/or hospitality sectors is desirable;
  •  Demonstrated work experience in tourism operators, developing industry training programs and curriculum is desirable; 
  • Demonstrated experience working with enterprises on the development of standards, SOPs, certifications, in the tourism sector (hotels, restaurants, etc.) is desirable;
  • Demonstrated experience in tourism quality assurance systems and standards ( including : safe food handling and hygiene standards, workplace safety, environmental management systems and nature conservation;
  • Management and communication skills; supervisory management experience preferred
  • Experience working with international donors preferred;  
  • Fluency in English and French is required, fluency in Arabic is highly preferred. 

  • REPORTING: 

 

The Tourism Human Capital Development Specialist will report to the Enabling Environment Team Lead.

  • LEVEL OF EFFORT AND PERIOD OF PERFORMANCE

 

This position is long-term, on a full-time basis.

  • LOCATION OF THE ASSIGNMENT 

 

This assignment will be based in Tunis, Tunisia with potential travel to regional locations pending project needs. The office maintains a five-day work week. Overtime is not authorized.
