Organizational Context and Scope:

Established in 1951, IOM is a Related Organization of the United Nations. Dedicated to
promoting humane and orderly migration for the benefit of all, IOM provides services and
advice to governments and migrants. As the leading UN organization in the field of migration,
IOM works closely with its governmental, intergovernmental and non-governmental partners
on capacity building and advocacy for policy and legislative practices to ensure the protection
of migrants.

The IOM Migration Governance Framework (MiGoF) endorsed by IOM member states in 2015
and the Global Compact for Safe, Orderly and regular Migration (GCM) adopted by the majority
of UN Member States in 2018 set sout the elements for facilitating orderly, safe, regular and
responsible migration and mobility of people through planned and well-managed migration
policies. This framework presents a set of principles and objectives which, if respected and
fulfilled, ensure that migration is humane, orderly, and benefits migrants and society.

In Tunisia, IOM supports the government in its efforts to manage migration in a sustainable
and humane manner, including through activities aimed at enhancing the skills and knowledge
of national actors to protect vulnerable migrants, particularly children, technical advise to relevant partners to device migration policy, and through technical assistance to improve the structures to enhance the protection of vulnerable migrants.

Under the overall supervision of the IOM Tunisia Chief of Mission and the direct supervision of
the Project Manager, the successful candidate will support with the planning, implementation,
monitoring and reporting of related activities under IOM Tunisia projects.

Core Functions / Responsibilities:

The successful candidate will be called to :

  1.  Support with the planning and implementation of the US State Department Bureau of
    Population, Refugees, and Migration (PRM) funded “Addressing irregular migration
    flows and upholding human rights of migrants along the north-eastern African
    migration route and North Africa” -project, including its administrative and technical
    aspects, in compliance with IOM policies and standards, as well as donor requirements;
  2.  Support with maintaining partnerships between IOM Tunisia and relevant Government
    entities, other UN agencies and civil society partners to ensure the successful planning
    and implementation of activities in support of Good Migration Governance;
  3.  Support the planning and implementation of Migration Governance related capacity
    building activities such as workshops, trainings, technical assistance, and study tours for
    relevant Government and non-governmental partners to reinforce support their efforts
    in the thematic area;
  4.  Support with developing and maintaining of project work plans to ensure timely
    implementation of project activities and achievement of project results;
  5.  Support with the drafting of monthly, interim and final reports on project activities, in
    line with donor requirements and IOM standards and procedures, hence contributing to
    timely submission of such reports;
  6.  Implement and monitor the communication and feedback mechanisms between the
    project, its partners and beneficiaries in the context of IOM Tunisia Migration
    Governance project portfolio, in view of ensuring that planned activities respond
    effectively to Government priorities;
  7.  Support with the timely coordination of the financial aspects of the projects, including
    contracts with service providers, procurement of required items and ensuring the
    timely payment to all suppliers;
  8. Support with the production of briefings, summaries, press releases, visibility materials
    and other relevant information materials on project activities, when required;
  9. Support with the planning and implementation of other activities targeting government and NGO partners;
  10.  Perform such other duties as may be assigned.

Critères d'éligibilité

  • Bachelors’ degree in Management, Political, Law, Social Sciences, or a related field from an accredited academic institution with four (4) years of relevant professional experience or;
  • High school degree / Certificate in the above fields with six (6) years of relevant professional experience;
  • Experience with working with governmental authorities, UN agencies or non- governmental organizations;
  • Experience in the planning, coordination and / or monitoring of capacity building activities targeting public authorities or civil society;
  • Knowledge of Tunisia and regional issues in the thematic area of migration governance will be considered a distinct advantage;
  • Strong knowledge of computer applications, especially MS Word, Excel, Outlook and Access;
  • Must be a national of Tunisia.
  • Fluency in French and Arabic (written and spoken) is required; Good knowledge of English.
