INTRODUCTION

The Rosa Luxemburg Stiftung (RLS), North Africa office is a German association implemented in Tunis since July 2013 and its headquarters is based in Berlin, Germany. The foundation has 16 offices around the world. Among them, Tunis office which is a regional one that has partners in Tunisia, Egypt and Morocco.

TECHNICAL SPECIFICATIONS AND STANDARDS

Scope of the Service

RLS Tunis kindly requests you to submit your quotation for the Provision, Installation, Configuration and Testing of a (network & electricity) cabling in the new RLS Office located in Mutuelle Ville. When preparing your quotation, please be guided by the form-attached floor plan for each floors. Mandatory Site assessment is schedule on Tuesday 24, July 2018 at 3:00 PM. Failure to attend the site assessment will result in disqualification of submission (the meeting point will be the office of Rosa Luxemburg)  Goods and allied services proposed based on completeness and compliance of the quotation with the minimum specifications described above and any other annexes providing details of RLS requirements.The quotation that complies with all of the specifications and requirements and offers the lowest price will be selected. Any offer that does not meet the requirements will be rejected.

Nature of service

RLS will move to a new office located in Mutuelle Ville in Tunis. We need a goods and service provider to install a structured network cabling. The same provider should also extend the electricity outlets based on the floor plan and he should setup a fiber optics and landline path from outside to the server room Rack.

Main objectives

• To supply, install and deliver a structured cabling infrastructure with 56 nodes inclusive of 02 professional grade wireless access points and extend the electricity outlets.

Terms of references

The contractor will be responsible for the installation of the entire network infrastructure for the above-mentioned office site from scratch and shall fill all the detailed prices tables related to goods and services requested and establish the operations in accordance with the requirements stated in this document.

• a. The contractor will provide goods and service provider to install a structured network cabling.
• b. The contractor should Test active and passive equipment required for the proposed solution and do End to end Tagging and Labelling: Each socket must be labelled with the same id with its corresponding socket on the patch panel also the test result should be submitted to the client.
• c. The contractor should also accommodate provision for future capacity growth with minimum modification to the current cable and wire mold layout and design.
• d.  The contractor should extend the actual electricity outlets to meet the requirement.
• e.  The contractor should setup a fiber optics and landline path (metal raceway) from outside the building to the server room Rack.
• f.   The contractor should consider that the wire mold would be utilized for alarm system wiring and security cameras network.

Conformity to Standards

• The Following standards are to be complied with
• ISO/IEC 11801:2002: International Standard for generic cabling for customer premises
• EIA/TIA 568B: Commercial Building Telecommunications Cabling Standard (2002)
• EIA/TIA 568B.2-1: Commercial Building Telecommunication Cabling Standard (2002).
• Transmission Performance Specifications for 4 Pairs 100 Category 6e Cabling.

Technical solution specifications

The local area network (LAN) will consist of:

A cabinet General dispatcher located in the server room in first floor and second sub-distributor cabinet ground Floor (2 cabinets) RLS existing routers and switches will be used the contractor will provide the following:

G. Copper network cable

The horizontal cables should be CAT6e 4-pair unshielded twisted pair (FTP) with 100O ± 3 O impedance at 250 MHz. The cable should be of 4 twisted pairs of 24 AWG solid conductors. The cable shall be run using a star topology from the communication closet rooms to each work area outlet. Worst Case cable skew: 45ns/100m. Cable must comply with the following standards: UL Subject 444. ETL verified to EIA/TIA 568 B.2-1. All the copper network links and outlets, on this project, will come from the same manufacturer. It will be tolerated that only the production of components related to plastics and sheet metal, to cabinets, be subcontracted. The manufacturer must nevertheless ensure the compatibility and conformity of these products.

H. Communication Outlets

Universal RJ45 type, accepting IP Telephony and data plugs (RJ45). It should meet or exceed ISO/IEC 11801:2002 class E, TIA/EIA 568-B.2.1 Category 6e Component Specifications. It should be ETL Certified to meet EIA/TIA 568B.2-1 Category 6e Standard. It should have an inbuilt conductor management system for well-controlled terminations

I. Category 6 Keystone jack

Keystone jacks will be provided and installed according to the needs expressed in the distribution plans and diagrams. They will meet the following criteria: Category 6A FTP RJ45 jacks with metal shielding, should meet the norm ISO/IEC 11801 and ISO 8877 and Self-closing protection shutter.

J. Patch panels Cat 6e 24 ports

The panels must have standard 19 “mounting dimensions to allow mounting in cabinets, racks or racks. The patch panel will be equipped with a labeling system (plastic label holder) that will allow the identification of each RJ45 connector. The patch panel will also provide automatic contact with the (unpainted) metal frame of the rack to ensure proper grounding and protection of the cabling system.

K. Wall mounting cabinet

The general dispatcher cabinet located in the server room in first floor should meet these dimensions Height 16U, width 80 cm, and depth 80cm. And the second sub-distributor cabinet ground Floor should meet the same dimensions as the general one. Both cabinet should have swivel side panels,
