The Italian Council for Refugees (CIR) is presently looking for a highly qualified and experienced Social Counsellor to assist migrants and refugees in Médenine, Tunisia, in the frame of a project funded by UNHCR Tunisia.

We are looking to appoint someone who speaks Arabic and English fluently, has previous work experience with migrants and refugees and has dealt before with psycho-trauma.

 

Overall purpose of the role

 

The Social Counsellor will be a national staff and will support migrants and refugees arriving in Tunisia within mixed migration flows.

Mixed movements through/into southern Tunisia have been characterized by relatively low numbers as the country is not normally intended as a destination for most refugees and migrants. Most arrivals are by land from Algeria, on route to Libya with the objective of eventually reaching Europe; by land from Libya, following failed attempts to Europe or escaping harsh conditions in Libya—often with the objective of either returning to the country of origin or finding an alternative destination for economic opportunity; or, by sea, following rescue or interception departing either from Tunisia or Libya to Europe. While this population is largely composed of migrants from West African countries, persons with specific needs, including those in need of international protection, are also occasionally identified among them.

Despite the limited size in the number of arrivals, these mixed movements of refugees and migrants pose challenges in identifying specific profiles and response to their needs, requiring a standardized system of coordination among actors working on mixed migration in southern Tunisia. These challenges are also of particular concern in identifying and responding to specific needs that are commonly identified in this area, including for victims of trafficking and torture, SGBV survivors, and unaccompanied minors

 

Main duties and responsibilities

 

  • Facilitate and support integration among refugees and migrant communities within the foyers,
  • Establish and maintain contacts with host communities,
  • Ensure that access to services and referral mechanisms for host communities are in place (including referrals for health and other external referrals with TRC, IOM, etc.),
  • Develop information tools for persons arriving within mixed migration flows and for PoCs,
  • Ensure that referral cases are taken into consideration, and that all reporting related to these cases is duly filled in and shared with relevant actors.
  • Ensure timely flows of information between the MHPSS and other organizations.
  • Fulfill any other duties and responsibilities as assigned.

 

Conditions – We offer

 

  • Contract:   Fixed-term position
  • Contract length: 9  months
  • Start date:  A soon as possible
  • Duty Station: MEDENINE.

 

Critères d'éligibilité

  • MA in Social Sciences or equivalent. Alternatively, high school diploma + significant work experience in a similar position.
  • At least 2 years of experience in similar settings
  • Languages: Fluent English, and Arabic
