I. About the Tunisia-Denmark Co-operation Office:                                                                                              The Co-operation Office supports and coordinates the Danish-Arab Partnership Programme in Tunisia. The programme involves co-operation between Danish and Tunisian actors of civil society and independent instances, as well as government and state authorities. The programme, which has a large number of partners, addresses the following areas and sectors: human rights, gender equality, media, the labour market and social dialogue, youth
participation and employment, entrepreneurship and access to finances, as well as innovation and youth.

II. We seek:
The Cooperation Office is looking for a Financial Officer.

III. Job description:
Under the direct responsibility of the Head of the Tunisia-Denmark Co-operation Office, the main function of the financial officer is to ensure that all the tasks related to financial management and other administrative tasks are carried out in conformity with Tunisian law and the norms and requirements of the Ministry of Foreign Affairs of Denmark. The candidate should provide the support and operational services and solutions necessary, and exemplary, efficient and effective management to the Head of the Tunisia-Denmark Co-operation Office.

IV. Specific tasks and responsibilities:

  •  Ensure accounting and financial management of the office and of projects.
  • Control the bank reconciliation and the cash records.
  • Verify and seize the accounting records in the software (used by the office).
  •  Elaborate and follow-up every month on the budget of the office
  •  Elaborate monthly financial reports for the Head of the Office and for the Ministry of Foreign Affairs of Denmark, and as requested
  •  Participate in and elaborate the annual budget of the Office.
  •  Ensure the annual closure of the budget and of the accounts.
  • Analyse the financial situation of the office and projects and pro-actively propose solutionsto the Head of Office as needed
  •  Update the procedural manuals of the Office in coordination with the Head of the Office and the Ministry of Foreign Affairs of Denmark.
  •  Prepare and ensure monthly payment of salaries, social and fiscal declarations.
  •  Supervise human resources management (contracts, leave, insurance)
  •  Register, control and follow-up on the fixed assets of the Office.
  •  Ensure direct relations and communication with the bank and public administration
  • Prepare and verify the documents related to the payment of consultants.
  •  Ensure and maintain a good archiving system
  •  Carry out other punctual tasks as assigned by the Head of the Office.
  •  Prepare and update terms of reference for the annual external audit
  •  Carry out the recommendations of the internal audit by the Ministry of Foreign Affairs ofDenmark and of the external audit.
  •  Be responsible for internal control and respect for procedures.
  •  Provide financial advice to the associations and partners about local subventions.

 V.Conditions:                                                                                                                                                                               
Position: Financial officer
Place: Tunis
Type of contract: contract under Tunisian law
Duration: One year with possibility of renewal as a CDI (Contrat à durée indeterminée) based on competence and performance
Date of commencement: As soon as possible
Monthly remuneration: a competitive salary package with complementary insurance
Deadline: 10/01/2020

Critères d'éligibilité

  • University diploma in economics (Bac+4-5) (accounting/finances/management control/audit)
  • 5 years or more of professional experience in financial management or audit in an international NGO or internationally
  • Excellent communication (verbal and written) in French and English required
  • Able to work in a team, to communicate well, to respect deadlines, strong capacity in financial planning, in needs analysis and making related recommendations
  • Constant search for operational excellence combined with a proactive attitude to improve existing tools, procedures and processes.
  • Excellent computer literacy, in particular of the Microsoft Office Pack
  • Knowledge of the accounting software Navision is an asset
  • Good knowledge of donor requirements and procedures
  • Easy and open communicator
  • Rigorous and independent
  • Capacity to work under pressure and manage several deadlines and processes at a time.
  • Respect and adaptability in regard to culture, gender, religion, ethnicity, nationality and age
