Job Title: Political Officer

 Location Tunis, Tunisia with possibility of in-country travel as necessary

Length of Contract: 1 July 2019 – 31 December 2019

A 6-month Contract of Limited Duration on a full-time basis with possibility of renewal.

 Starting date: As soon as possible

The Carter Center in Tunisia

The Carter Center established a field office in Tunis in July 2011 to observe the first democratic elections following the Arab Spring, monitor the constitution-drafting process and the establishment of the electoral framework, and promote the inclusion of international standards for elections, democracy, and human rights in the new constitution. In 2012-13, the Center conducted training for civil society partners engaged in election observation, and in 2014 it observed the legislative and presidential elections, providing Tunisian authorities, electoral stakeholders, and international actors with recommendations to improve election administration and the legal framework.

Since then the Center has continued to support progress in Tunisia’s legislative framework by monitoring the work of the parliament, holding meetings with key decision-makers to engage and advise on issues, and publishing public statements with recommendations on key legislative issues. The Center has also used its convening authority to organize regular meetings with the civil society organizations in support of joint advocacy campaigns on developing legislative issues. The Center regularly provides technical assistance on election standards and supports Tunisian CSO partners in identifying areas of agreement and forming joint recommendations regarding key legislation governing elections and democratic governance in Tunisia.

The Carter Center, a not-for-profit, nongovernmental organization, is seeking a political officer to join its field office team as it expands its staffing for its Election Observation Mission for the 2019 general elections in Tunisia.

Working alongside and under the direct supervision of the Political Analyst and reporting to the Country Representative and the Elections Mission Director, the duties of the political officer will include:

  • Acquire detailed knowledge of the political and electoral situation in the country;
  • Establish contacts with political parties, civil society groups and NGOs relevant to the political process;
  • Follow and observe political rallies and other relevant campaign activities;
  • Assist in the preparation of briefing materials and talking points on campaign activities as requested;
  • Assist the political analyst in providing information to the LTO coordinator to ensure that LTOs have adequate guidance for observing rallies and campaigns;
  • Assist the political analyst in following up on queries and observations from observers in the field;
  • Provide interpretation as needed at meetings and translate docements;
  • Maintain contact with domestic election observers;
  • Gather information on the participation of minorities and the disabled in the elections;
  • Assist in the preparation of reports on campaign issues and the political process in general;
  • Perform any other duties that may be assigned as needed.

Critères d'éligibilité

  • University degree in political science or international relations;
  • Minimum of 3 years of previous experience in a similar position;
  • Excellent analytical and drafting skills;
  • Sound political judgement;
  • Ability to work well under pressure;
  • Knowledge of the current situation of the country;
  • Strong interpersonal and communication skills;
  • Ability to work effectively to meet goals in a deadline-driven environment;
  • Capacity to work both independently and as a member of a team;
  • Previous experience working with a non-governmental organization;
