SENIOR EXPERT IN LOCAL GOVERNANCE AND DECENTRALIZATION

 

Position title: Senior Expert in Local Governance and Decentralization

Location:  Tunis + Regions

Anticipated duration: 29 days

Start date: 01 November 2018

Closing date for the submission of applications: 07 October 2018

Reporting to: Field Office Director and Program Officer

Status: Tunisian National

Background

Following the municipal elections and as part of its commitment to enhancing decentralization, youth engagement, and budget transparency, the Carter Center will work with Tunisian CSO partners to implement a Support Project to Pilot Municipalities with the aim of promoting social inclusion and increasing the effectiveness of local citizens’ participation in the identification, planning, and budgeting of a common project in the targeted municipalities.

The Carter Center will train CSO representatives on local governance, the decentralization law and the roles and responsibilities of the elected municipal councils. Once trained, CSO representatives will coach and facilitate the mentoring and training of youth groups who will be part of a dialogue initiated with their respective municipal councils.

The Carter Center is seeking a Senior Expert in Local Governance and Decentralization to develop a training curriculum, in a scoping mission with the Project Manager/Facilitator, and participate in the training with a national and an international facilitator.

 

 

 

Terms of reference and responsibilities

Under the direct supervision of the Field Officer Director (FOD) and the Program Officer, the Senior Expert in Local Governance and Decentralization will:

  • Develop a training curriculum to simplify the decentralization code (Code des Collectivités Locales), defining the roles and responsibilities of the municipal councils;
  • Liaise with the project team on the project objectives and agenda;
  • Elaborate effective training materials, handouts and presentations in Arabic;
  • Participate in a scoping mission to identify eight pilot municipalities;
  • Participate in the training of CSOs representatives;

 

Duration of the assignment

The Senior Expert in Local Governance and decentralization will be contracted for 29 days.

 

 

The Carter Center in Tunisia

The Carter Center established a field office in Tunis in July 2011 to observe the first democratic elections following the Arab Spring, monitor the constitution-drafting process and the establishment of the electoral framework, and promote the inclusion of international standards for elections, democracy, and human rights in the new constitution. In 2012-13, the Center conducted training for civil society partners engaged in election observation, and in 2014 it observed the legislative and presidential elections, providing Tunisian authorities, electoral stakeholders, and international actors with recommendations to improve election administration and the legal framework.

Since then the Center has continued to support progress in Tunisia’s legislative framework by monitoring the work of the parliament, holding meetings with key decision-makers to engage and advise on issues, and publishing public statements with recommendations on key legislative issues. The Center has also used its convening authority to organize regular meetings with the civil society organizations in support of joint advocacy campaigns on developing legislative issues. The Center regularly provides technical assistance on election standards and supports Tunisian CSO partners in identifying areas of agreement and forming joint recommendations regarding key legislation governing elections and democratic governance in Tunisia.

 

 

 

 

شروط الترشّح

  • Master’s degree in social sciences, public administration law, political science, or related field;
  • At least 10 years’ experience in designing and implementing curricula and training materials related to local governance;
  • Proven experience working with Tunisian CSOs on capacity building and knowledge transfer activities that integrate decentralization and governance;
  • Strong knowledge in civic engagement;
  • Proven ability to draft, edit and produce focused reports;
  • Strong ability to communicate effectively in Arabic, and French both oral and written;
  • Knowledge of English is considered an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
